3)

Authorize Hiring of Temporary Administrator Intern
The Personnel Committee recommended that the City Council authorize staff to interview
and hire an Administrative Intern at a wage of $12.00 per hour for a period of two to three
months to bridge the transition between Assistant City Administrators.

Motion by Councilmember Anderson, seconded by Councilmember Kurak, to ratify the
recommendation of the Personnel Committee.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak,
Hendriksen, and Zimmerman. Voting No: None.

MAYOR AND COUNCIL INPUT

1) Schedule Meeting with Facilitator Larry Bachan

A meeting was scheduled for November 26th at 5:30 p.m.

2) Calthorpe Study

Councilmember Hendriksen presented the two Calthorpe alternatives that were presented during
the last information meeting. He explained that Alternative A shows everything around the 100
acre town center as residential. Alternative B has most of the town center amenities at the
intersection of Armstrong Boulevard, but the bulk of the remaining area would be residential.
Very few jobs created except in the service industry. He stated that the comment period for the
plans goes on until the end of November and inquired if staff was doing anything to try and make
citizens aware of the designs.

City Administrator Norman replied that there are stations in different locations throughout the
City that the maps will be placed and citizens can make comments.

Councilmember Hendriksen requested that the information be placed in all of the local Churches
and noted that he has placed the information on the website citizensforramsey.com.

Councilmember Zimmerman stated that he agrees that there needs to be an area for a downtown,
but to turn the entire site into residential would be a loss in tax value for the City in the future.

Councilmember Kurak stated that the designs that were presented are only a first draft and there
will be many drafts after. By no means are the two alternatives a final project, which is why
citizens input is vital.

Ms. Hunter stated that she was present at the meeting and she did not agree with the amount of
housing being presented. She stated that she would like to see less homes, more retail and more
commercial, but they cannot simply have the City residential and industrial. She requested that
Councilmember Hendriksen not scare the residents into thinking there are only two plans to
choose from and encourage the residents to get involved in the planning process.

City Council/November 13, 2001
