CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, May 24, 2005, at the Ramsey <br />Fire Station Number I, 15050 Nowthen Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Todd Cook <br />Councilmember David Elvig <br />Councilmember David Jeffrey <br />Councilmember Mary Jo Olson <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br /> <br />Members Absent: <br /> <br />Mayor Thomas Gamec <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Assistant Public Works Director Brian Olson <br />Community Development Director Patrick Trudgeon <br />Police Chief James Way <br />City Attorney William Goo&ich <br /> <br />CALL TO ORDER <br /> <br />Mayor Pro Tem Elvig called the regular meeting of the City Council to order at 7:04 p.m. and <br />called upon Councilmember Olson to lead in the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />John Enstrom, 8702 181st Avenue NW, stated he is here to bring up something very few people <br />are even aware of, which is that the fate of Ramsey will be held in the next two weeks with what <br />can happen in development. A very key vote is coming up to the City and the construction <br />district on June 16th. The City of Ramsey belongs to a group of cities including Andover and <br />Coon Rapids, and they are part of the Lower Rum River. There will be an election at that <br />meeting of whether they will utilize the same engineering firm they are currently using or look at <br />representatives from other engineering firms. He stated there are a lot of people in this audience <br />and the City of Ramsey that do not understand how construction happens in a lot of the City. He <br />has attended almost every one of these meetings. He stated Barr Engineering is a large <br />engineering firm out of Bloomington that has been known to represent a lot of high profile <br />companies and municipalities. One of their clients was the State of Minnesota and two years ago <br />there was 21 million dollars in overcharges from Barr Engineering because they bid at one price <br /> <br />City Council/May 24, 2005 <br /> Page 3 of 26 <br /> <br /> <br />
