and charged another price. They do that consistently, as well as make a lot of engineering <br />mistakes and cost the community and private developers a lot of funds. Mr. Enstrom stated he <br />has three contractors that would be interested in purchasing his property, but refuse to do any <br />business in the City of Ramsey because of Barr Engineering causing problems. A lot of people <br />in the City are blaming the City engineers, but they are doing an excellent job. They have their <br />hands tied and are overpowered by people like Barr Engineering. Bart Engineering is chasing <br />away the quality developers. He thinks a lot of the people in Ramsey would like quality single <br />family dwellings instead of the townhomes, but these people are getting shot down and being <br />charged ridiculous amounts of money. He stated on June 16th there will be parties that will be <br />questioned. He would like to see the City of Ramsey come together and ask the City to review <br />all of the people, rather than just the people that have been dealt with over the last years. There <br />are a lot bigger projects than the City of Ramsey, and people are not using Barr Engineering. <br /> <br />Mayor Pro Tern Elvig stated Mr. Enstrom's concerns are duly noted. He directed staff to look <br />into Mr. Enstrom's statements and make any recommendations to the Council. <br /> <br />City Administrator Norman stated staff will report back to the Council prior to June 16th. <br /> <br />Charles Mann, 6041 144th Lane NW, stated he receives four bills per year from the City and is <br />complaining about two of them. He explained he is a snowbird and still receives a bill for sewer, <br />water and recycling when he is out of the state. He does not think this makes the City of Ramsey <br />very friendly to senior citizens, which are the people they seem to be trying to attract with all of <br />the condos and townhouses. He stated the city of Richfield went through a growth period and <br />when they went through with sewer and water the residents had an option to hook up. Residents <br />that did not hook up only had to pay a very nominal fee. He thinks that type of situation should <br />be followed here for anyone that is gone for five or six months. He is paying over $90 twice per <br />year for times when he is not here. · <br /> <br />Mayor Pro Tem Elvig explained the City's finances are set up on long term system with certain <br />amounts of revenues anticipated. He indicated the Council will receive input from the Financing <br />Department regarding the situation. <br /> <br />APPROVE AGENDA <br /> <br />City Adnfinistrator Norman noted Consent Agenda Item No. 7 should be corrected from the <br />amount of $3,835,000 to $3,845,000. <br /> <br />The following changes and additions were made to the agenda: · Case No. 10 to be acted on as Case No. 4A <br /> · Case No. 17 to be acted on as Case No. 4B <br /> · Addition of Case No. 20: Adopt Resolution Authorizing for the Acquisition of Property <br /> for Park and Trail Purposes <br /> · Addition of Case No. 5 to the Report from the Personnel Committee: Consideration of a <br /> Resolution Accepting the Resignation of the Associate Planner and Authorizing Staff to <br /> begin the Recruitment Process for an Associate Planner <br /> <br />City Council/May 24, 2005 <br /> Page 4 of 26 <br /> <br /> <br />
