completed similar work satisfactorily in the past and it is the recommendation of Hakanson
Anderson Associates to award the Contract to them. The low bid contractor, Richard Knutson,
would like to commence some utility construction and grading for the project beginning this fall.

Councilmember Hendriksen inquired as to what the value of the property is that Star Exhibits is
going to be located on. He stated that in Case #5 it states that site and public improvements for
Star Exhibits would be $446,000, but the construction of the road will be $311,633.05.

City Engineer Olson replied that Case #5 only pertains to Star Exhibits, not any future
development.

City Administrator Norman stated that the property value for Star Exhibit is $446,000. He noted
that Case #10 and Case #5 are not tied together.

Councilmember Hendriksen replied that he felt they were tied together and that it seemed to him
that they made an error of a few thousand dollars in Case #5.

Councilmember Zimmerman inquired if the $311,633.05 would be paid from the TIF Bond.

City Engineer Olson replied yes.

Councilmember Hendriksen stated that the numbers do not add up.

City Attorney Goodrich stated that the $446,000 is correct for the land value, but that figure does
not include public improvements. All those figures will be adjusted when they finalize the
agreement.

Councilmember Hendriksen stated that regardless of what the actual numbers are this
development makes sense for the City of Ramsey, but felt that the Council needs to have good
numbers to work with making their decisions.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to approve
Resolution #01-10-395, awarding Project #01-32, Azurite Street NW Street and Utility
Construction to the lowest responsible bidder, Richard Knutson, Inc., contingent upon the
Attorney verifying that there is a signed of a right-of-entry agreement with the appropriate
business owners.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman,
Anderson, and Kurak. Voting No: None.

City Council/October 23, 2001
