extension of Azurite Street. It was noted that Anoka County has commented negatively on the
proposal to access County Road #116 via Azurite Street. Staff supports the Azurite Street
access. City Code requires all driveway and off-street parking areas to be paved and finished
with B-6/12 concrete curbing, the site plan is in compliance with this requirement. The exterior
of the building materials for the structure are proposed to consist of pre-cast concrete panels with
a pre-finished metal cap, this meets the architectural standards established in City Code. The
landscaping plan meets City standards. The facility will be served by municipal sewer and water
facilities.

Councihnember Anderson inquired as to why the County commented negatively on the access.

City Engineer Olson explained that the City asked the County for its opinion on the development
and they did comment negatively regarding the access. Since that time the City has explained
that Wendells is willing to move their access onto the new roadway so an access will be
eliminated from C.R. #116 and staff has expressed that the City is willing to comply with the
C.R. #116 road study as it relates to tutus, etc.

Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to approve the
proposed site plan for Amcon contingent upon compliance with City staff review letter dated
October 19, 2001.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendfiksen, Anderson
and Zimmerman.
