Tom Manner, 14621 Fluorine Street NW, Ramsey, stated that overall he is very happy with what <br />Lord of Life has proposed. The concern he does have has to do with the trees that currently exist. <br />Two of the trees already fell over and have never been replaced. As part of the landscaping plan <br />he would like those trees to be replaced as well as some type of barrier from the road. <br /> <br />Mayor Gamec inquired if the building will have a sprinkling system. <br /> <br />Director of Public Works/Fire ChiefKapler replied yes. <br /> <br />Councilmember Zimmerman recommended that the Council address the amendment to the <br />Comprehensive Plan first. <br /> <br />Case #15: Request for Comprehensive Plan Amendment; Case of Lord of Life Church <br /> <br />Principal Planner Trudgeon stated that Lord of Life Church has submitted an application for a <br />Comprehensive Plan amendment for their pro'perry located between T.H. //47 and CSAH #5 <br />(Nowthen Boulevard). The request is to change the land use designation from Commercial and <br />Medium Density Residential to High Density Residential. Lord of Life Church is currently in <br />the process of platting their property into three new parcels. They are requesting that the land <br />use designation of Lot 2, Block 1 be changed from commercial and medium density to high <br />density residential with a maximum of 15 units per acre. The March 2001 draft of the <br />Comprehensive Plan shows the area of Lot 2, Block to be designated as high density residential. <br />Lord of Life Church's request is consistent with the land use designation shown in the March <br />2001 draft of the Comprehensive Plan. The Planning Commission recommended approval of the <br />Comprehensive Plan amendment. <br /> <br />Councilmember Zimmerman inquired as to what the allowed density was with a R-3U zoning. <br /> <br />Principal Planner Trudgeon replied that the density would be up to seven units per acre under the <br />1995 Comprehensive Plan. <br /> <br />Mayor Gamec stated that he did not have any objections to what was being proposed. <br /> <br />Councihnember Hendriksen inquired as to what the process was for amending the existing <br />Comprehensive Plan. <br /> <br />Principal Planner Trudgeon replied that staff, with Council approval, would submit an <br />application to the Met Council for their consideration. Once the Met Council either approves or <br />denies the amendment than the Council would have to act on the amendment. <br /> <br />Councilmember Hendriksen stated that if the Met Council does not approve the Comprehensive <br />Plan amendment, then all of the other actions being requested would not be necessary. <br /> <br />City Council/October 23, 2001 <br /> Page 19 of 24 <br /> <br /> <br />
