received on the issue is from other liquor stores wanting the City to limit the number of off-sale
liquor licenses.

Councilmember Zimmerman requested that the survey from the U of M that was presented to the
Council some time ago be included in the findings put together by staff.

Councilmember Kurak inquired as to how many off-sale liquor licenses are currently in the City
of Ramsey.

City Clerk Thieling replied that there are currently six off-sale liquor licenses in the City.
Councilmember Kurak inquired as to what happens to the license if a business shuts down.
City Clerk Thieling replied that the license is still retained, but it will not be renewed.
Councilmember Hendriksen inquired if liquor licenses were site specific.

City Clerk Thieling replied yes.

The general consensus of the Council was that no changes should be made to the current off-sale
liquor ordinance.

Mayor Gamec requested that the Council take action on the moratorium of liquor license prior to
hearing the new application at the next City Council meeting, noting that the Council would take
some public input on the issue at that time.

Councihnember Zimmerman inquired if the Council had a public hearing regarding the issue.
City Attorney Goodrich replied no.

Councilmember Hendriksen stated that the Council was asked to discuss the issue. He explained
that there are many things that come to the Council at the work session level and then the
Council determines whether or not to move forward on a subject or not. He did not see why this
issue was any different.

Councilmember Zimmerman felt that the Council should have a formal public hearing for people
to express their point of view.

Mayor Gamec replied that he would allow people to be heard during the next regular Council
meeting.

City Clerk Thieling stated that the Council was not requested to hold a public hearing on the
issue, but to have the Council address the issue. She felt that the Council has done what they
were asked to do.

Councilmember Anderson expressed some uncomfortableness with encouraging alcohol and
drug use.

City Council/October 16, 2001
