Mayor Gamec stated that it is part of the liquor store's business to control who they sell to. <br />Councilmember Hendriksen inquired as to what the penalties are for selling liquor to minors. <br />City Attorney Goodrich replied that it is a felony and subject to revocation of license. <br /> <br />City Administrator Norman stated that staff would put a case together for the next City Council <br />meeting. <br /> <br />2) Mississippi West Regional Park Frontage System <br /> <br />City Attorney Goodrich presented information regarding the Mississippi West Regional <br />Park/Huseby Park. He explained that the Huseby family donated a large area of land, at no cost, <br />to Anoka County for the purpose of a passive park and wildlife sanctuary. When the land was <br />donated, certain restrictions were placed on the property. At the time the transaction was <br />completed, the City was consulted by the County in which the City stated that they would agree <br />with the park, but wanted to make sure the rights to a frontage road were preserved as well as <br />some commercial area along the frontage road and the highway. Mr. Goodrich reviewed the <br />information. <br /> <br />Councilmember Hendriksen stated that he was told that in order to site a park in the City, the <br />City needed to give the County approval. <br /> <br />City Attorney Goodrich replied that he would have to research that further. <br /> <br />Councilmember Zimmerman requested a copy of the drainage easement that was conveyed. <br /> <br />City Attorney Goodrich replied that he would get a copy. <br /> <br />Coul~cihnember Hendriksen stated that he would like to know if the City has the right-of-way of <br />the area where the bridge location was to be. <br /> <br />A1 Pearson, Bowers Drive NW, Ramsey, stated that the County presently owns all of the land, <br />including the easement the City supposedly kept. Mr. Martin owns 47 acres. <br /> <br />Councilmember Hendriksen inquired if the County owns the land west of the river. <br /> <br />Mr. Pearson replied yes. He explained that he was on the Council at the time and they were able <br />to get the County to agree to purchase the river parcel from Mr. Martin in order for the City to <br />have the fi'ontage road. Since then, Mr. Huseby has placed a chain link fence there. <br /> <br />Councilmember Anderson inquired as to what Mr. Pearson's recollection was on the commercial <br />strip. <br /> <br />Mr. Pearson replied that the idea was that the City would receive a strip of land for commercial <br />development as part of the transaction. <br /> <br /> City Council/October 16, 2001 <br /> Page 3 of 4 <br /> <br /> <br />
