City Administrator Norman replied that the current land use map indicates the mixed-use <br />property half way through section 28 and partially through section 29. <br /> <br />Councihnember Kurak noted that there are other parcels in the City that are identified as mixed- <br />use and would be impacted by any mixed-use policy as well. <br /> <br />Mr. Bakken inquired as to how many acres were currently designated mixed-use. <br /> <br />City Administrator Norman replied approximately 450 to 500 acres. <br /> <br />Councihnember Hendriksen stated that the smaller the mixed area becomes the more he is <br />willing to accept what is being proposed. The problem is that what is being proposed is vastly <br />different from what he agreed to when he negotiated with Met Council on the Comprehensive <br />Plan because they were only talking about 100 acres. <br /> <br />Councilmember Zimmerman inquired as to why light industrial is not permitted under mixed- <br />use. <br /> <br />Councilmember Anderson replied that light industrial is permitted in a mixed-use area. <br /> <br />Councihnember Hendriksen noted that the document presented by staff does not include light <br />industrial as a permitted use. <br /> <br />Councilmember Zimmerman inquired if there was anything in the zoning chapter that would <br />exclude light industrial from mixed use. <br /> <br />Mayor Galnec replied that they have not looked at that at this point. <br /> <br />Councilmember Hendriksen stated that he felt they should stick with the 100 acres that four of <br />the five Councilmembers agree to and then if it is a large success the area can be increased. <br /> <br />Mayor Gamec agreed with that. He felt that starting with a 100 acres would be adequate. With <br />the CalThorp study currently taking place it is difficult to know exactly how the property will be <br />developed, which is why he felt the property should be designated as a planning district or <br />opportunity site. <br /> <br />Councihnember Hendriksen replied that the CalThorp process is designed to do with what the <br />Met Council wants. <br /> <br />Mr. Bakken noted that the City could place moratoriums over a portion of the 100 acres to <br />control how the property develops. <br /> <br />Councilmember Zimmerman replied that a portion of the property is already under a moratorium <br />for the possible future river bridge crossing. <br /> <br />City Council/October 15, 2001 <br /> Page 2 of 10 <br /> <br /> <br />
