Armstrong Boulevard and Ramsey Boulevard where the rail station should be located. She <br />stated that there is no room on the other side of the raikoad tracks for the platform at Am~strong <br />Boulevard. <br /> <br />Councilmember Hendriksen inquired if they could determine there was enough room on the <br />other side of the tracks for the rail station would Ms. Kurak agree with the location closer to <br />Armstrong Boulevard. <br /> <br />Councilmember Kurak replied that she was not sure because she did not think it was possible to <br />have a safe ramp in that location. <br /> <br />Councihnember Hendriksen suggested having CalThorp sit down with Yantos and determine if a <br />station could be located at the intersection of Armstrong Boulevard. <br /> <br />Mr. Bakken stated that he did not see the Council getting any closer to resolving the issue. <br /> <br />Mayor Gamec replied that there are a lot of things that are dependent on the bridge crossing, <br />which is why he would recommend taking the entire parcel and placing it in a moratorium and <br />designating it as a planning area until they have more answers. <br /> <br />Mr. Bakken inquired if the property should be identified as a mixed area. <br /> <br />Councilmember Hendriksen replied that left as is, it is designated as mixed use, which has <br />meaning, but if it were a designation with no uses then he would agree. <br /> <br />Mr. Bakken stated that if the uses are not defined then the Council would have to approve the <br />uses as they are brought before them. <br /> <br />Councihnember Anderson inquired as to where the boundaries of the planning area would be. <br /> <br />Mayor Gamec stated that he thought the planning area should include everything from the <br />western portion of Armstrong Boulevard all the way over to Ramsey Boulevard south of C.R. <br />#116. <br /> <br />Councilmember Kurak inquired as to whom has the say on the train station location. <br /> <br />City Administrator Norman replied MnDOT. <br /> <br />Councilmember Kurak inquired as to what would happen if the train location were not located in <br />the 100 acres. <br /> <br />City Administrator Norman replied that he was unsure. <br /> <br />Mr. Bakken replied that the Comprehensive Plan could be amended once the location is <br />determined. <br /> <br />City Council/October 15, 2001 <br /> Page 6 of 10 <br /> <br /> <br />
