Councilmember Hendriksen suggested identifying a location for the 100 acres and then defining <br />what can be within the 100 acres and then everything outside of the 100 acres would be left <br />untouched. <br /> <br />Councihnember Zimmerman stated that he would agree with that. <br /> <br />Mayor Gamec stated that he would also agree. <br /> <br />Councilmember Kurak stated that because of the parking that is needed it does not make sense to <br />locate the site at Armstrong Boulevard as further east there is room for parking right along <br />Highway #10. <br /> <br />Mayor Gamec replied that MnDOT would not allow parking between Highway #10 and the <br />railroad tracks. <br /> <br />Mr. Bakken stated that staff would get some language from the City Attorney to define <br />limitations within the mixed-use site and set up a telephone meeting between CalThorp and <br />Councilmember Hendriksen. Staff will also get information from MnDOT in regards to the train <br />station location. <br /> <br />Mayor Gamec recessed the Council Work Session at 7:23 p.m. <br /> <br />Mayor Gamec called the Council Work Session back to order at 7:31 p.m. <br /> <br />B) Density Transition <br /> <br />City Administrator Norman presented proposed density transition language. <br /> <br />Councilmember Hendriksen stated that he had a problem with Subdivision 2 because it excluded <br />a lot of instances, specifically Subdivision 2b. He stated that there are many people that would <br />prefer to have certain commercial uses rather than high density residential. Subd. 2.3. he <br />supports the concept, but felt the language should be more clear. <br /> <br />Councilmember Anderson stated that she had thought that the Council had agreed to abandon the <br />MUSA line concept, but it is included throughout the document. <br /> <br />City Administrator Norman replied that it should be removed. <br /> <br />Councilmember Kurak inquired as to what the reason was for removing the language. <br /> <br />City Administrator Norman replied because the Council felt that density transitioning could be <br />applied to areas outside the MUSA. <br /> <br />Councihnember Zimmerman stated that the Council felt that the ordinance should apply to the <br />entire City. <br /> <br />City Council/October 15, 2001 <br /> Page 7 of 10 <br /> <br /> <br />
