Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to authorize the <br />purchase agreement drafted by the City Attorney to acquire the Alloy Recovery property, subject <br />to final draft language review and approval by the City Attorney. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #6: Authorization of Purchase Agreement for Waste Management Property <br /> <br />City Administrator Norman stated that staff and the City Attorney were authorized to negotiate a <br />purchase agreement with Waste Management for the property south of the Anoka-Ramsey <br />Landfill. The City has agreed to pay Waste Management for the 44.6-acre site a purchase price <br />of $1,657,925. The property will be utilized primarily for industrial development purposes. The <br />City has recently received a letter of intent by a company currently located in Brooklyn Center to <br />build a 185,000 square foot industrial facility in the northwest portion of the new industrial site. <br />Financing for the industrial property will be obtained through a Tax Increment Financing <br />Revenue Bond. Staff recommended that the City Council authorize the purchase agreement <br />drafted by the City Attorney to acquire the industrial property from Waste Management. <br /> <br />Councilmember Kurak inquired if the 44.6 acres includes the Sunfish Lake property. <br /> <br />City Administrator Norman replied no, but the Sunfish Lake property is included in the purchase <br />price. <br /> <br />Councilmember Anderson inquired if there are concerns of contamination with the land. <br /> <br />City Attorney Goodrich replied that there are some restrictions with the land in regards to the <br />MPCA, but the City will have a 60-day window to review all of that and if they determine they <br />cannot accept the property they can back out of the agreement. <br /> <br />Councilmember Anderson stated that she wants to make sure that the City receives as accurate as <br />possible environmental study. <br /> <br />Councilmember Hendriksen stated that on the west side of Sunfish Lake there are some <br />monitoring wells, and inquired as to what the status was on those wells and if they are still <br />pumping. <br /> <br />City Engineer Olson reviewed the status of the wells. <br /> <br />Councihnember Zimmerman inquired since they will be using TIF funds to acquire the land will <br />it be a conflict that they are planning on using the property adjacent to Sunfish Lake as a park. <br /> <br />City Council/October 9, 2001 <br /> Page 10 of 24 <br /> <br /> <br />
