The low bid submitted from Dave Perkins Contracting, Inc. is over $16,000 below the engineers <br />estimate. This low bid represents a very attractive contract price for this project. Dave Perkins <br />Contracting, Inc. has completed similar work satisfactorily in the past and it was the <br />recommendation of Bolton & Menk, Inc. to award the contract to them. The low bidder <br />contractor, Dave Perkins Contracting, Inc., would like to commence utility construction and <br />grading for the project beginning this fall. As part of the specifications, there is a completion <br />date of April 30, 2002. Staff recommends awarding the contract to Dave Perkins Contracting, <br />Inc. in the amount of $138,690. <br /> <br />Mayor Gamec verified that staff considers all bids received, but only shows six in the case. <br /> <br />City Engineer Olson replied that that was correct. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Anderson, to approve <br />Resolution #01-10-380, awarding Project #01-31, Well No. 5 Connection to the lowest <br />responsible bidder, Dave Perkins Contracting, Inc. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, Kurak, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: Authorization of Purchase Agreement for Alloy Recovery Property <br /> <br />City Administrator Norman stated that he and the City Attorney have been directed to negotiate a <br />purchase agreement with Alloy Recovery, the property located immediately west of the Public <br />Works facility. The property would be used for economic redevelopment purposes. Staff has <br />reached a purchase price agreement of $200,000. Financing for the project would be done <br />through an internal fund balance loan and would be backed by TIF proceeds once the property is <br />developed. Staff recommended that the City Council authorize the purchase agreement drafted <br />by the City Attorney for acquisition of the Alloy Recovery property. <br /> <br />Councilmember Kurak inquired as to how many acres will be acquired. <br /> <br />Director of Public Works/Fire Chief Kapler replied approximately 3.5 acres. <br /> <br />Councilmember Anderson inquired if there was any chance that the Public Works Department <br />will need the land. <br /> <br />City Administrator Norman replied that some of the land will be retained for Public Works. <br /> <br />Councilmember Zimmerman stated that at a price of $200,000, it would be a good site for all of <br />Public Works. <br /> <br />Mayor Gamec requested that staff look into the option of using the land for the City's Public <br />Works Department. <br /> <br />City Council/October 9, 2001 <br /> Page 9 of 24 <br /> <br /> <br />
