Councilmember Anderson inquired !f other carriers use mezzanine levels why can't Verizon. <br /> <br />Mr. Littlejohn replied that he disagreed with the underlying assumption that mezzanine levels are <br />commonly used because most water towers are not built to accept mezzanines. <br /> <br />City Engineer Olson noted that there are about 30 communities that have mezzanine levels in <br />their water towers. <br /> <br />Mr. Littlejohn inquired if they are all used for communications equipment. <br /> <br />City Engineer Olson replied that is the reason that most of them were built. AT&T and Qwest <br />prefer to be on a mezzanine level. <br /> <br />Councilmember Hendriksen stated that the City has been talking about putting a mezzanine level <br />in at a cost of $115,000 so that everything would be upstairs and the 1,900 square feet on the <br />lower level could be used for storage. He felt $115,000 was a lot of money to gain storage space <br />and thought the money might be better spent on a building next door to the current Public Works <br />facility. <br /> <br />Director of Public Works/Fire Chief Kapler noted that the water tower was designed prior to the <br />additional public works building being acquired. <br /> <br />Councilmember Hendriksen inquired if there was some partition to protect the equipment. <br /> <br />Mr. Littlejohn replied that there would be climate control cabinets that they place outside and <br />they may put up posts in front of the equipment so that they aren't hit by vehicles. He noted that <br />they will work out those details during construction. <br /> <br />Councilmember Hendriksen stated that he would prefer to see the equipment entirely caged in. <br /> <br />Mr. Littlejohn replied that that could be done. <br /> <br />Community Development Director Frolik noted that #4 of the findings of fact should read <br />"ground floor" instead of "ground floor mezzanine area". <br /> <br />Councilmember Hendriksen requested that finding of fact #6.1 be added to read as follows: <br />"That the applicant has stated that future expansion will be located on the mezzanine level if <br />required to do so." <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt <br />Resolution #01-10-382 adopting Findings of Fact # 0579 relating to a request from Verizon <br />Wireless for a conditional use permit to install a cellular antenna system on the City water tower <br />as amended. <br /> <br />City Council/October 9, 2001 <br /> Page 15 of 24 <br /> <br /> <br />
