Marilyn inquired if from the total number of citizens, there is not enough tax dollars to cover the <br />costs of the projects so the City does not have to borrow money. <br /> <br />Mayor Gamec replied that if everyone paid their assessments immediately they would not have <br />to borrow the money. <br /> <br />Marilyn stated that the streets belong to the City and should be maintained by the City. <br /> <br />Mayor Gamec replied that the citizens are the City and can be part of the entire process. <br /> <br />Marilyn stated that she did not receive any notification of the assessment. <br /> <br />City Attorney Goodrich replied that many notifications were sent out. <br /> <br />Marilyn stated that she has lived in many other dries and has never been assessed for street work. <br /> <br />Mayor Gamec stated that many cities don't have the funds available for these types of projects <br />because of the levy limits that have been placed on cities. <br /> <br />Councilmember Hendriksen inquired if the resident was aware that if the assessment is paid in <br />one lump sum they will not be charged interest. <br /> <br />Marilyn replied that she understands that, but residents are not given the ability to pay off the <br />assessment. If residents do not pay the assessment in one lump sum, they have to pay the entire <br />interest amount. She stated that does not seem fair especially when the City has a surplus. <br /> <br />Mayor Gamec replied that the City does not have a surplus. <br /> <br />City Attorney Goodrich noted that the assessment policy is dictated by State Law, not by the <br />City. <br /> <br />Marilyn replied that state law does not mandate that street maintenance projects be assessed 50 <br />percent. <br /> <br />City Attorney Goodrich replied that he was referring to the payment policy. He explained that <br />the City has no authority other than what is dictated by the State. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Kurak, to close the public <br />hearing. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Anderson, Kurak, Hendriksen, <br />and Zimmerman.
