Comprehensive Plan that the Met Council had approved and is now back at the City Council for <br />adoption. <br /> <br />Further discussion: Councilmember Hendriksen inquired as to what their obligation was for <br />developing a plan for the rural preserve area in two years. Councilmember Kurak replied that <br />she did not include anything about the two-year period in the new language because it was her <br />understanding that the entire Council was uncomfortable with that. Councilmember Hendriksen <br />inquired as to what they accomplish by forwarding the language at this time. Couneilmember <br />Kurak replied that she felt that the Council had come a long way on the Comprehensive Plan <br />during the last meeting with the facilitator. She thought it would be beneficial for the Met <br />Council to consider the language at this time, because if there is going to be a problem with the <br />language they should know before a Comprehensive Plan is adopted by the City. Ms. Kurak also <br />felt that the citizens of Ramsey should know that the Council will not have any part of sending <br />sewer and water down any street. Councilmember Hendriksen inquired as to what they will do if <br />they send the language down to the Met Council as an Official minor amendment to the <br />Comprehensive Plan and then next week they have language they want to change, do they send <br />another minor amendment to the Met Council. He also noted that the Council had stated that <br />they were going to produce a Comprehensive Plan that the City Council could agree to separate <br />of the opinions of the Met Council. Councilmember Kurak re_plied that if they have to submit <br />minor amendments in the future then so be it; at this point they would be forwarding the <br />language for Met Council's opinion. She stated that the issue is important to the citizens of <br />Ramsey and they want it sent down to the Met Council. The language is the verbiage of the City <br />of Ramsey not the Met Council. City Attorney Goodrich noted that a minor comprehensive plan <br />amendment is a term to amend a comprehensive plan that exists, so they would simply be <br />submitting an amendment to the draft Comprehensive Plan. Councilmember Kurak stated that <br />she does not understand why there would be any objection to forwarding the language to the Met <br />Council when it is important to the City Council as a whole. Councilmember Hendriksen replied <br />that he wished the Council would have felt the same immediacy on density transitioning. All the <br />people in Reilley Estates felt very strongly about density transitioning, but they received no <br />protection. His recollection of the meeting with the facilitator was that there would be another <br />meeting with the facilitator and language would be brought back for further discussion. He <br />inquired as to what would happen if after their next discussion they find that there is a fifth <br />paragraph that should be added, would they send the Met Council another document. <br />Councilmember Kurak replied yes. City Attorney Goodrich recommended language for the <br />proper motion. Councilmember Hendriksen stated that it seems as if the document protects them <br />until this Council or a future Council changes it, which does not sound like much protection to <br />him. He stated that he would like to know the process in the situation of contaminated <br />groundwater or mass septic failure. One concern was that the land would have ground water <br />testing done on it. Are they now going to have testing and what is the definition of <br />contamination. He felt that there might be additional language needed, which is why he would <br />recommend proceeding as previously planned with the facilitator. Councilmember Anderson <br />stated that the ISTS system is in affect and will detect if there is contaminated groundwater or <br />mass septic failure. <br /> <br />City Council/September 25, 2001 <br /> Page 26 of 31 <br /> <br /> <br />
