The City has, in the past, granted conditional use permits to allow for larger signs than <br />allowed under City Ordinances (Ampride, Burger King, River Bend Plaza, Ramsey Town Square <br />and M & G Leasing Inc.). The Planning Commission met on September 10, 2001, to review the <br />conditional use permit request and conduct a public hearing. There was no citizen input during <br />the public hearing. The Planning Commission recommended approval because the applicant is <br />reducing the total amount of signage on the property and eliminating some non-conforming <br />signs. <br /> <br />Councilmember Hendriksen inquired if they are proposing to remove the roof sign. <br /> <br />Community Development Director Frolik replied yes. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to adopt <br />Resolution #01-09-364 adopting Findings of Fact #0576 relating to Blue Line Collision Center's <br />request for a conditional use permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, and <br />Anderson. Voting No: Councilmember Hendriksen. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to approve Blue <br />Line Collision Center's request to exceed wall sign square footage and height restrictions based <br />on the findings of fact, and adopt Resolution #01-09-365 declaring terms of the conditional use <br />permit. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, and <br />Anderson. Voting No: Councilmember Hendriksen. <br /> <br />Case #10a: Central Planning Area <br /> <br />Councilmember Kurak stated that at the September 20, 2001 meeting with the facilitator, she <br />thought that the Council had come to an agreement for the proposed central rural preserve area <br />language. She did make the changes requested by Councilmember Hendriksen and <br />Councilmember Zimmerman, which she reviewed. She stated that she felt that the Council had <br />made great strides in agreeing that the changing of the verbiage would take away the fears of <br />residents of pushing sewer and water down their streets. Ms. Kurak did receive calls from <br />residents who did like the verbiage, but they were concerned that the language had only been <br />diScussed not acted on. She requested that the Council forward the language to the Met Council <br />for their consideration, she was not suggesting that they send a new Comprehensive Plan to the <br />Met Council. She felt that it was important to have the language before the Met Council before <br />they formally approve a Comprehensive'Plan. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to send the Central <br />Rural Preserve Area language to the Met Council as a minor amendment to the draft March 2001 <br /> <br />City Council/September 25, 2001 <br /> Page 25 of 31 <br /> <br /> <br />
