City Attorney Goodrich stated that it is the general feeling by staff, that even though the lot is <br />1.37 acres, it is intended to be a single residential lot. To place two units on the lot makes a <br />significance difference in regards to performance standards pertaining to wells, etc., which seems <br />inappropriate. <br /> <br />Councilmember Anderson stated that she admired the Youngs for trying to look toward life cycle <br />housing, but they cannot okay two septic systems on a 1.37 acre lot. <br /> <br />Mr. Young stated that he understands that precedent has been set with other individuals. He does <br />not think this would jeopardize anyone's land around them or anyone's lives. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Kurak, to adopt <br />Resolution #01-09-362 adopting Findings of Fact #0575, as presented by the City Attorney <br />during the meeting, relating to Mr. and Mrs. Young's request for a conditional use permit to <br />maintain two dwellings on one parcel. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Kurak, Anderson, <br />and Hendriksen. Voting No: None. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to adopt <br />Resolution #01-09-363 to deny Mr. and Mrs. Young's request for a conditional use permit to <br />maintain two dwellings on one parcel based on the Findings of Fact #0575. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />Case #8: <br /> <br />Request for a Conditional Use Permit to Exceed Wall Sign Square Footage <br />and Sign Height Restrictions; Case of Blue Line Collision Center <br /> <br />Community Development Director Frolik stated that the City received an application from Blue <br />Line Collision Center for a conditional use permit to exceed wall sign square footage and height <br />restrictions for their building located at 6260 State Highway #10. In the commercial district, <br />City Code restricts wall signs to a size equal to 15% of the building front and a height not to <br />exceed the top of the building parapet. Blue Line Collision Center is allowed 93 square feet of <br />wall signage per their 40' x 15.5' building front. The Applicant currently exceeds wall sign <br />square footage restrictions by approximately 227 square feet and the property contains a legal <br />non-conforming billboard sign. The Applicant is proposing 133.5 square feet of wall signage, <br />which results in a 40.5 square foot overage. The sign is also proposing to exceed sign height <br />restrictions by three feet. The increase in sign height would provide screening around <br />mechanical equipment located on the roof of the building. Blue Line Collision Center is <br />proposing to remove an existing legal non-conforming billboard sign located on the roof of the <br />building and all existing wall signage. The Applicant would then like to install a sign in the form <br />of an awning that would extend the length of the building front and wrap around one side of the <br /> <br />City Council/September 25, 2001 <br /> Page 24 of 31 <br /> <br /> <br />
