CITIZEN INPUT <br /> <br />Darlene Milless, 14550 Ramsey Boulevard NW, Ramsey, stated that she had attended the <br />meeting in regards to the Comprehensive Plan and thanked the Council for coming to an <br />agreement on the central planning area that was presented by Councilmember Kurak. <br /> <br />Kim Ulaske, 8211 158th Lane NW, Ramsey, stated that she was present in regards to the Street <br />assessment. <br /> <br />Mayor Gamec replied that the Council would take public comment on that issue during the <br />regular agenda. <br /> <br />APPROVE AGENDA <br /> <br />Councilmember Kurak requested that a case be added to discuss the proposed rural preserve area. <br /> <br />Councilmember Hendriksen inquired as to why the issue would be added for Council action as <br />opposed to continuing on with negotiations with the facilitator. He felt that all of the issues <br />pertaining to the Comprehensive Plan should all be dealt with together. <br /> <br />Councilmember Kurak stated that she felt that changing the central planning area to a rural <br />preserve area was a big move for the Council and since there has been a lot of misinformation <br />regarding that area she felt feel it was very important that they be able to discuss the issue at the <br />Council level and decide if they would send it down to the Met Council for their consideration. <br />It is her hope that the Met Council will accept the language changes so that they can set aside any <br />fears the residents in that area may have. She stated that she felt that the citizens of Ramsey have <br />been unduly alarmed and it is time that those residents feel safe in their homes. It was her belief <br />that the language was accepted by all Councilmembers and she thought that the rural preserve <br />area could stand on its own merits aside from the entire Comprehensive Plan. <br /> <br />Councilmember Zimmerman stated that they had not discussed how they are going to address the <br />issue of the four in forty requirement that would impact the two large tract of lands that are in the <br />central planning area. <br /> <br />Councilmember Kurak replied that the wording would allow for the four in forty requirement to <br />be removed with an amendment to the Comprehensive Plan. She felt that it was important that <br />residents be released from the fear of sewer and water being placed down their street. <br /> <br />Councilmember Hendriksen stated that it does not make sense to send down another draft of the <br />Comprehensive Plan that they know will not be accepted by the entire Council, especially when <br />they will probably have to send down another draft. He felt that Councilmember Kurak was <br />"grandstanding" by trying to place this item on the agenda and he felt it was very inappropriate. <br /> <br />City Council/September 25, 2001 <br /> Page 4 of 31 <br /> <br /> <br />
