CC Regular Session 5.14. <br />Meeting Date: 01/12/2021 <br />Submitted For: Bruce Westby, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #21-009 Ordering Plans and Specifications for Improvement Project # 21-02, Tiger Street <br />Reconstruction <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #21-009 Ordering Plans and Specifications for Improvement Project <br />#21-02, Tiger Street Reconstruction. <br />Background: <br />City Improvement Project 21-02 proposes to reconstruct Tiger Street between Armstrong Boulevard and 173rd <br />Avenue. The street totals approximately 2,3001inear feet (0.43 miles) in length, and is generally 24-feet wide. A <br />figure showing the project scope is attached to this case. <br />On December 8, 2020, the Ramsey City Council approved the 2021 — 2030 Capital Improvement Program, which <br />identified Tiger Street for reconstruction in 2021. On November 10, 2020, the Ramsey City Council authorized <br />Staff to execute proposals from Bolton & Menk, Inc. for the required topographic survey, and from Chosen Valley <br />Testing (CVT) for required geotechnical work. The CVT Geotechnical Report is attached to this case. The <br />geotechnical report generally found clean sand below the existing bituminous and gravel pavement section, <br />however 3 of the 10 borings found 1/2 foot or less of possible buried topsoil below the pavement materials. These <br />topsoil materials are recommended to be removed prior to placement of new aggregate base and bituminous <br />pavement. <br />In 2017, Tiger Street was included in the Ground Penetrating Radar (GPR) Pavement Evaluation performed by <br />Braun Intertec. This GPR data provides bituminous and aggregate base thickness information at one -foot <br />increments along the entire street segment. The GPR data is included in the street segment summary attached to this <br />case. On average, 2.5 inches of bituminous pavement and 3.3-inches of aggregate base exist along this street. <br />Nine (9) properties have direct access to Tiger Street. Traffic counts taken by Staff in the fall of 2020 found an <br />ADT of 573 north of Armstrong Boulevard, and 399 south of 173rd Avenue. <br />Tiger Street is not currently a Municipal State Aid (MSA) street but Tiger Street functions as a collector street so <br />Staff feels this street segment would be an excellent candidate to be added to the MSA street inventory in the future. <br />For future consideration as an MSA street, Tiger Street must be reconstructed to a 10-ton pavement design strength, <br />which Staff feels is reasonable considering that Tiger Street functions as a collector street. To achieve a 10-ton <br />design, the total pavement and aggregate base section depth would increase from the standard 7.5 inches (3.5 inches <br />bituminous pavement and 4-inches aggregate base) to 10 inches (4 inches bituminous pavement and 6-inches <br />aggregate base). With the extent of the topsoil under the existing pavement section unknown, some of this cost <br />would be incurred with a standard city street design as topsoil removed would require back filling with new base <br />materials. <br />Municipal utilities do not exist in the project area and are not proposed to be extended to the project area with this <br />project. Stormwater runoff is directed into drainage ditches along both sides of Tiger Street. There are no known <br />issues with stormwater management in the project area and no improvements to existing drainage ditches are <br />
