CITY COUNCIL WORK SESSION
Topic Report: Trott Brook Cemetery Inventory,
Rules & Regulations, and Burial Lot Rights
Application
By: Jason J. Schmidt, Management Intern

Background:

Over the past year, a citizens committee has been meeting with city Staff for the purposes
of' updating the Troll Brook Cemetery burial inventory and creating a management plan
[br the cemetery.

The City contracted with 'Hakanson Anderson' to update the Tr°tt Brook cemetery land
and plat survey. Hakanson Anderson's survey crew located the grove markers, tree~, and
other topographic features within the cemetery. Braun. Intertec assisted Hakanson
Anderson by utilizing ground-penetrating radar to determine accurate burial locations.
The results of both surveys are shown on the Sketch of Trott Brook Cemetery, which is
attached.

7'tort Brook Cemetery Inventory

Staff and committee members referenced numerous records in the research for the burial
inventory, they include:

· Anoka County Genealogical Society
· Minnesota and Anoka County Historical Society
· Trott Brook Cemetery Records
· Funeral Home Records
· Trott Brook Genealogy Report
· Trott Brook Cemetery Burial Descendants

From these records and the ground-penetrating' radar, 163 known burials were recorded
within the cemetery along with one unknown burial for a total of 164 burials. The
cemetery has 60 plots, with six 10ts in each plot for 360 possible burial lots. The old
records and ground-penetrating radar showed that some sites had multiple burials within
a lot. Sixteen of the 60 plots were determined to be full by either the total number of
burials within the plot or the uncertainty of the location of burials within the plot.

The remaining plots contain 170 open lots, of which 41 are depicted by the City
Cemetery Records as being owned by an individual or family. Of those remaining 129
open lots, staff researched the potential ownership that was depicted on the window
shade. The window shade is the historic record that has been passed down through
generations and numerous residents of Ramsey. .
