Page 2
Troll Brook Cemetery

Staff is proposing to go through the process of declaring the 96 lots, which show
ownership, but no activity in the past 50 years as available lots. Staff would publish the
plot/lot number and family name information in the Anoka County Union and in the City
Newsletter to give the families of historic record an opportunity to claim the plot/lot. All'.
plots/lot unclaimed after the publication would be available for purchase. There are
currently 33 unowned open lots within the cemetery.

Rules and Regulations

Rules and Regulations for the Trott Brook Cemetery were drafted based upon a review of
other municipal cemetery policies and recommendations from staff and committee
members. A policy statement was created for the cemetery and rules and regulations
were drafted for purchasing pave lots, interments, disinterments, maintenance and care,
monuments and markers, and plantings and decorations. The draft of the Rules and
Regulations are attached for council review and comment.

Burial Lot Rights Application

A burial lot rights application was developed to show the ownership for the open lots as
they are purchased in the future. A record of the burial lot rights will be kept on file at.
the City Hall. In addition, a burial lot rights transfer application was drafted to document
any transfer of ownership of plots and/or lots. These documents are attached for council
review and comments. Lot fees and perpetual care fees for the Troll Brook Cemetery are
adopted annually in the City's Fee Schedule. The lot fee is currently set at $600 per lot
with a $200 perpetual care fee.

Action Statement:

Provide direction regarding completion of the inventory whether further research should
be pursued.

Provide direction in declaring the 96 open lots with historic ownership, but no activity in
the past 50 years as available, after staff has published notice in the Anoka County Union
and City Newsletter and no family member or owner has come forward to make a claim
within a specified period.

Review and comment on the proposed Rules and Regulations for the Trott Brook
Cemetery.

Review and comment on the burial lot rights application and burial lot rights transfer
application.

CCWS: 06/21/2005
