Councihnember Hendriksen stated that it was his assumption when he agreed with the Met
Councilmember Natalie Haas-Stefan that the mixed-use site would be located at the intersection
of Armstrong Boulevard and the railroad tracks and the residential would be near the golf course.

Mayor Gamec questioned the impact the river bridge crossing would have on that site.

Councihnember Hendriksen replied that if the bridge crossing makes the development
impossible in that location then it can be adjusted.

Mr. Bakken inquired as to how many acres seems reasonable for a mixed-use area.

Mayor Gamec stated that he could agree to the 100 acres.

Councilmember Anderson stated that one of the things that might give some focus to the location
of the town center is identifying where the rail station will be.

Councilmember Hendriksen stated that it has been implied that the rail station cannot be located
north of Armstrong Boulevard, which he does not think is true.

Mayor Gamec inquired as to what the average size of the town centers are in Chicago.

Mr. Levine replied that some of the sites were as small as 30 acres. He recommended that the
Council define what will be included in the town center and what will be surrounding the center.

Mayor Gamec stated that he believes that the area needs to be designated as a planning area.

Councilmember Kurak presented a land use map dated September 2000 that was approved by
Councilmembers Hendriksen and Zimmerman and sent to the Met Council, but rejected. On that
map, the mixed-use site was not located by Armstrong Boulevard, but down by Ramsey
Boulevard.

Mr. Bakken replied that the Council should not be looking at past discussions, but focus on what
their visions are now.

Councilmember Kurak stated that she believes that the mixed-use area should be located closer
to Ramsey Boulevard than Armstrong Boulevard because they have sited the rail station on the
east portion of section 28. She also noted that she would agree with the mixed-use site being 100
acres.

City Administrator Norman noted that the Council did agree to move the rail station, with five
votes, to the west.

City Council/September 20, 2001
