Councihnember Hendriksen stated that if the if the map dated September 2000, which was
presented by Councilmember Kurak, is placed on the table he would vote for it.

Councilmember Anderson stated that the planning grant the City received identified 100 acres
between Ramsey Boulevard and Armstrong Boulevard. She stated that she would like to have
the rail station, town center and bridge crossing working together and she assumes that the
Council will have some say on their location, but she is also aware that other influences will be
involved.

Mr. Bakken suggested stating in the Comprehensive Plan that there will be 100 acres developed
mixed use, but the exact location will not be identified until the bridge location is identified.
Then the Council can put together guidelines of what could be included in the town center.

Councihnember Hendriksen stated that he would agree that the town center would be a mixed
use area of 100 acres and would be in the triangle formed by Highway #10 and the bridge
approach and an eastern boundary yet to be determined.

Mayor Gamec stated he would agree with that.

Mr. Bakken inquired as to how much detail the Council would want to identify in the mixed-use
area.

Councihnember Hendriksen replied that the one issue that becomes an imperative is clearly
articulating that residential development is an accessory use. He stated that he does not want to
see the core of the development being a 200-unit apartment building.

Mr. Bakken stated that he would have staff draft language pertaining to the town center for their
next meeting.

Councihnember Hendriksen stated that he would like to know as much preliminary information
there is regarding the location of the bridge crossing and its approach.

Mr. Levine expressed the importance of having a transit oriented community. He explained that
providing transit for residents allows people to live independently for longer periods of time.

Councilmember Hendriksen stated that there are a lot of people that moved to Ramsey because
they wanted space and wanted the government to leave them alone. He does believe that there is
a place in the City for life cycle housing, but they also need to have the "leave them alone"
attitude as well.

Mayor Gamec stated that the biggest complaint he has from the residents in the senior housing is
the lack of mobility.

Mr. Bakken requested that the Council begin discussing density transitioning.

City Council/September 20, 2001
