Councihnember Kurak stated that she felt the Council should discuss the central planning area <br />since it has not been addressed as of yet. <br /> <br />Councihnember Zimmerman stated that the central planning area is an area that the Met Council <br />is requesting a plan to extend sewer and water down existing streets when most of the people in <br />that area are opposed to such a thing. He stated that he would not vote for a Plan with that aspect <br />included. <br /> <br />Councilmember Anderson stated that her opinion of the central planning area was a way to study <br />the possibility for more housing in Ramsey, not running sewer and water in a given geographical <br />area. <br /> <br />Councilmember Zimmerman inquired as to where would more people live in Ramsey. <br /> <br />Councilmember Anderson replied that she was not real sure, but when people own land there are <br />a number of people who would like to sell their land. <br /> <br />Councilmember Zimmerman inquired if she was referring to land within the sewer area or the <br />rural area. <br /> <br />Councilmember Anderson questioned the definition of rural explaining that up until recently <br />rural meant having a septic system, but she currently lives within the MUSA area and has a <br />septic system so she is no longer considered rural. <br /> <br />Councihnember Hendriksen stated that if that is what the Met Council was talking about they <br />would have more unanimity, but he thinks the Met Council is referring to redevelopment. <br /> <br />City Administrator Norman suggested moving the location of the central planning area. <br /> <br />Councilmember Hendriksen replied that the central planning area should be removed from the <br />Plan. He presented an example of Wicklow Meadows, from a Met Council presentation, <br />identifying six single-family homes and then after redevelopment there were 72 single-family <br />homes. That is the Met Council's definition of success. He read the Met Council meeting <br />minutes from March 28,2001, and the comment that was stated by City Administrator Norman. <br /> <br />Mayor Gamec replied that the City of Maple Grove, not the Met Council, completed the <br />redevelopment of Wicklow Meadows. <br /> <br />Councilmernber Hendriksen inquired if the Council agrees that 10,570 homes should be <br />connected to City sewer and water, because that is what they would be agreeing to if they pass <br />the proposed Comprehensive Plan. <br /> <br />City Administrator Norman noted that the 10,570 homes would be by the year 2040. <br /> <br />City Council/September 20, 2001 <br /> Page 6 of 9 <br /> <br /> <br />
