Mr. Bakken stated that they are talking about a 40-year period and they cannot plan what will <br />happen over the next 40 years. He explained that a comprehensive plan is done every ten years <br />so the plan will be revised three times before the year 2040. He stated that if the Council cannot <br />get past that issue then they are at an impasse. <br /> <br />Councilmember Kurak presented new language for the central planning area, which would also <br />include changing the name of the area to rural preserve area. The language was presented as <br />follows" <br /> <br />"The Central Rural Prese~we is composed of 997 acres consisting of 150 vacant acres, a park, <br />and 570 single family homes, some of which are situated on double lots. The Central Rural <br />Preserve Area was developed mostly at a time when urban services were not readily made <br />available. Lot patterns in some cases reflect the intention of allowing future subdivisions by <br />locating the home to one side or the other and assigning the lot two house numbers. <br />However, not all subdivisions were developed according to this policy. <br /> <br />The City identifies this area as the Central Rural Preserve. MUSA expansion will not be <br />allowed in this area except in the case of contaminated groundwater or mass septic failure. <br /> <br />The City will work to identify the potential of the Central Rural Preserve for urban services <br />after the year 2020, in order to eventually use Waste Water Interceptor capacity of 3.84 mg/d <br />provided to the City by the Metropolitan Council. In the interim, this area will be retained as <br />the Rural Preserve with ordinances requiring 4/40 density until the City submits a <br />Comprehensive Plan amendment for this area. <br /> <br />The City is proposing to work with the Metropolitan Council to identify and protect from <br />subdivision sufficient land to insure by 2040 that 10,570 sewered households COULD be <br />accommodated within the City. This would include, but not necessarily be limited to the <br />proposed Central Rural Preserve." <br /> <br />Mayor Gamec stated that the second paragraph should include that statement "or petitioned to by <br />the residents". <br /> <br />Councilmember Hendriksen stated that he liked a large portion of the language, but he would <br />prefer they leave out the 10,570 number and say something such as "to fully utilize the sewer <br />capacity allocated to the City" instead. <br /> <br />Councilmember Kurak stated that she was not uncomfortable with the language presented <br />because it states the word "could". <br /> <br />Councihnember Hendriksen stated that he was uncomfortable with the word "household" in the <br />last paragraph. <br /> <br />City Council/September 20, 2001 <br /> Page 7 of 9 <br /> <br /> <br />
