Councilmember Zimmerman recommended stating instead of"570 single family homes" in the <br />first paragraph to say "most of which are located on one or 2.5 acre lots instead of some of which <br />are situated on double lots." <br /> <br />Councilmember Kurak stated that she would agree with that. <br /> <br />Mr. Bakken recommended that staff bring the language back with the changes recommended by <br />the Council. <br /> <br />Councihnember Hendriksen recommended the following language for the final paragraph "2040 <br />sufficient development will occur to accommodate the waste water interceptor capacity <br />allocated." <br /> <br />Councilmember Anderson inquired if they would be proposing to keep the four in forty <br />requirement in northern Ramsey. <br /> <br />Councihnember Kurak replied that it is vital that the four in forty requirement be removed in <br />northern Ramsey. It would have to be 2.5 acres and stay the same as is currently in the proposed <br />Comprehensive Plan. <br /> <br />Consensus of the Council was to direct staff to make the language changes and bring it back for <br />consideration. <br /> <br />City Administrator Norman presented some proposed density transition language. <br /> <br />Councilmember Zimmerman stated that he felt that there should be matching densities along the <br />border and than the developer should be able to make up some of the density further in the <br />development. He noted that he disagreed with vegetation being used for density transition. <br /> <br />Mr. Bakken inquired if the Council agreed that topographical features, such as wetlands, county <br />roads etc. could be used for density transition. <br /> <br />Councilmember Hendriksen stated that under Subd.3c Matching of densities the words <br />"attempted where practical" leaves it too open. Then the next sentence allows for a higher <br />density in the interior of the property whenever the matching of densities is used. He did not <br />think the language should be permitted. <br /> <br />City Administrator Norman replied that it should be something a developer could ask for, but <br />should not necessarily be able to develop at the highest level. <br /> <br />Principal Planner Trudgeon recommending add the language, "...if approved by the Council" and <br />changing the word "shall" to "may." <br /> <br />City Council/September 20, 2001 <br /> Page 8 of 9 <br /> <br /> <br />
