CASE # <br /> <br />CONSIDER STORM SEWER UTILITY IMPROVEMENT PROJECTS <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />lJat¢ winter and early spring are periods when drainage needs often become readily <br />apparent, particularly in Ramsey were sand soils readily drain in nonfreezing weather. A <br />review of this winter's conditions and complaints has identified two candidate storm <br />water projccts for consideration this construction season. In addition, a third storm water <br />project necds to be considered to make economic use of a property the City has acquired <br />for dcvclopmcnt purposes. <br /> <br />Prq/ect Nol. The first project would be a drainage improvement at the intersection of <br />Alpine Drive and Waco Street. At this location Waco Street which has a poorly <br />dcvclopcd rural ditch section for drainage meets Alpine Drive which has concrete curb <br />and gutter. The attached photos which were taken this winter illustrates the problem, the <br />entire width of Waco Street south of the intersection is ice covered for weeks. There is <br />currcntly a catch basin which is located in the north curb line of Alpine Drive just east of <br />this intersection. This condition could be eliminated by the installation of catch basins on <br />thc southeast and southwest comers of this intersection which could be made to drain into <br />the existing catch basin in the north curb line. The estimated cost of this work is <br />approximately $14,000 which would include the complete replacement of 100 feet of <br />badly deteriorated pavement on Waco Street just south of this intersection. <br /> <br />Pro./'ec! No2. Thc second candidate project is a result of a complaint by Mrs. Barb <br />Bcabcau who resides at 6376 143rd Lane (the south east comer of Sunfish Lake Blvd and <br />143'''t Lane). Attached is a sketch which shows that a small drainage area north east of <br />Mrs. Bcabeau's property drains into a rural ditch section adjacent to 143rd Lane. This <br />ditch system is directed through a culvert to the south side of the roadway and the natural <br />grade transmits drainage into Mrs. Beabeau's property. There is no drainage and utility <br />casement over this portion of her lot. In addition, Mrs. Beabeau has a wooden retaining <br />wall in the vicinity and is concerned about the impact of the drainage on this wall. This <br />flow ultimately ponds in her back yard. It is proposed that the storm water be redirected <br />wcstward along 143''d Lane to Sunfish Lake Boulevard and then southward for a distance <br />o l' approximately 230 feet to an existing storm sewer which discharges westward across <br />Sunfish Lake Boulevard into a lot which is presently owned by the City. Water drains <br />from this location overland into the wetland 657 W. The estimated cost of this project is <br />$2O,OO0. <br /> <br />]'rq/ect No3. The third project is related to the need to reroute a storm sewer constructed <br />by Waste Management (now owned by Minnesota Pollution Control Agency) across Lot <br />1, Block 2 Sunfish Lake Business Park in the early 1990's to transmit treated <br />grotmdwatcr to the Mississippi River. This storm sewer is currently used on occasion by <br />MPCA to augment the groundwater treatment system which relies primarily on ponds. <br /> <br /> <br />
