Councilmember Anderson stated that on all of the "band-aid" options they are not addressing the
heating and ventilation system, which is currently a big problem in the existing City Hall.

Councilmember Kurak stated that the plans for expansion or a new City Hall talk about starting
in 2003, but she does not see it feasible until 2007 or 2008. That does not diminish the fact that
there are currently problems at City Hall that need to be addressed in the meantime.

Mr. Boddinger, E&V Consultants, stated that they did start looking at the heating and ventilation
costs, but they could not include that project with any one of the "band-aid" projects because
once they start that type of project they have to keep going. The other big unknown in the
building is the electrical service, which he thinks is already maximized out. If the electrical
system were to be upgraded it would cost over $100,000 and the heating and ventilation system
would cost over $500,000.

Councilmember Anderson stated that if they are going to have people working downstairs they
have to upgrade the heating and ventilation system.

Mayor Gamec expressed concern with the current leakage problems in the downstairs of the
existing City Hall.

Mr. Boddinger noted that to fix the wall in the senior area would probably cost $80,000.

Mrs. Boddinger noted that the addition to City Hall included figures to correct all of the
problems that currently exist in the building.

Mayor Gamec inquired if the plans for a new City Hall included a fire station.

Mrs. Boddinger replied no.

Mayor Gamec stated that he has a problem with a fire station not being included with a new City
Hall because then they would only have one fire station in the City or they would have to incur
the costs of building another fire station. He inquired if they were to sell the existing City Hall
would they eliminate the fire station.

The Architect replied that the idea of selling the existing building is an option, but another option
would be to keep the fire station in its current location and use the remainder of the building for
public safety.

Councilmember Kurak inquired as to how much square footage would have to be added to a new
City Hall to include a fire station.

Director of Public Works Kapler replied approximately 8,000 square feet.

City Council/September 18, 2001
