Councihnember Kurak inquired if they were to add 8,000 to 10,000 square feet to a new City <br />Hall how would that impact the cost. <br /> <br />Mayor Gamec suggested that in the short term they should bring the Building Inspectors upstairs <br />and then look into building a new facility in the future. <br /> <br />City Administrator Norman stated that it would be staffs opinion that any of the "band-aid" <br />options would be spending money on bad solutions. It would be four to five years before <br />anything could happen on an expansion or a new City Hail, but they do need to start planning <br />nOW. <br /> <br />Councihnember Kurak inquired as to what type of funding they would be looking at to get the <br />process moving. <br /> <br />Councilmember Anderson noted that contrary to the Letter to the Editor the City does not have <br />7.5 million dollars sitting around to build a new building. <br /> <br />City Administrator Norman reviewed a Letter to the Editor that accused the City of having 7.5 <br />million set aside. He reviewed different funds in the City that are all dedicated funds. <br /> <br />Mayor Gamec noted that he would be getting together with Andover and Anoka on a strong reply <br />to Linda Runbeck, President of Taxpayers League of Minnesota, who wrote the letter. <br /> <br />Paul Donna, Juran and Moody, presented financing options for a City Hall expansion and a new <br />City Hall. <br /> <br />Councilmember Kurak inquired if any projections have been made as to what the City could <br />bring in from a Town Center. <br /> <br />Mr. Donna replied that he had not received any numbers on a Town Center. <br /> <br />Councilmember Kurak inquired if it was true that the financial impact on residents would be less <br />if there was a Town Center. <br /> <br />Mr. Donna replied that the net impact would be better because any industrial or commercial <br />construction that would occur outside of a TIF District have not been included. <br /> <br />Mayor Gamec inquired if the Town Center would be under a TIF District. <br /> <br />City Administrator Norman replied that a mixed use is made up of commercial, residential, and <br />light industrial. Typically residential and commercial are not included in a TIF District, but <br />some of the development could be TIF for the light industrial area, but most would not. <br /> <br />City Council/September 18, 2001 <br /> Page 3 of 4 <br /> <br /> <br />
