COUNCIL BUSINESS

Case #1: Request for Preliminary Plat Approval of Centex Addition;
Homes

Case of Centex

Mayor Gamec closed the regular portion of the City Council meeting at 7:12 p.m. in order to
conduct a public hearing.

Public Hearing

Mayor Gamec called the public hearing to order at 7:12 p.m.

Presentation

Community Development Director Frolik stated that the Planning Commission recommended
preliminary plat approval of Option B, which was presented to the City Council on August 28,
2001 for approval. At that time, the City Attorney advised the City Council that an additional
public hearing to receive comment on .all ~versions of the preliminary plat under consideration
might be appropriate. The City Council directed staff to schedule and advertise the public
hearing for September 11, 2001.

Citizen Input

Dan Blake, Centex Homes, presented a plat which proposed a transition strip on the eastern and
western edge of the development. He explained that the transition strip would be a primary
structure restriction zone and include preserving any trees along the perimeter.

Community Development Director Frolik reviewed the park dedication agreement that was
agreed to by the Park Commission.

Dan Nelson, 15420 Ute Street NW, Ramsey, stated that he has one of the most impacted homes
by the development. He stated that he is a new resident of Ramsey and is very frustrated with the
notification process because he has not received one notification in regards to the development
even after requesting to be notified. He explained that he purchased his home because it was on
a cul-de-sac and he hopes that the City requires some kind oftransitioning so that the value of his
home does not go down. He requested that Ute Street stay a cul-de-sac noting that Centex has
indicated that it would not have a big impact on the development. Mr. Nelson stated that he
understands that the development will occur, but would like to see some type of transitioning so
that the development does not look awkward. His final concern had to do with a park and bike
paths. He explained that he bought his house in Ramsey because of the parks and bike paths in
the City and it seems awkward that the bike path ends at 153~a. He felt it would more appropriate
if the bike path continued through the development.

City Council/September 11, 2001
