Pre-construction site plan and post- <br />construction site plan. <br />6.Project Description <br />a.Provide the brief project summary to be published in the EQB Monitor, (approximately 50 words). <br />Riverstone Southisproposed on 78.63 acres of landin southwestern Anoka County.Theproject <br />will include165detached single-family homes, 78 detached townhomes, and parkland with tree <br />preservation. Site development will include installation of municipal sewer and water, mass grading, <br />and stormwater management practices. <br />b.Give a complete description of the proposed project and related new construction, including <br />infrastructure needs. If the project is an expansion include a description of the existing facility. <br />Emphasize: 1) construction, operation methods and features that will cause physical manipulation of the <br />environment or will produce wastes, 2) modifications to existing equipment or industrial processes, 3) <br />significant demolition, removal or remodeling of existing structures, and 4) timing and duration of <br />construction activities. <br />Riverstone Southisproposed on78.63acres of land in the southwestern part of the City of Ramsey, <br />AnokaCounty, Minnesota (Figure 1). The project area is about 70% cropland and 30% woodland. <br />Thesite is located in the West ½ of Section29 and part of the E ½ of Section 30, Township 32 <br />North, Range 25 West(Figure 2). The project area is bordered on the south and west by residential <br />lotsandBowers Drive NW, on north by cropland, and on the east bycropland and aConnexus <br />Energy solar farm. The Mississippi River is located 650 to 780 feet southwestof the site and the <br />U.S. Highway 10 is located 530 feet north of the site. The croplandimmediately north of the site is <br />planned for extension of Riverdale Drive and commercial development. <br />The project will include 165detached single-family homes, 78 detached townhomes, installation of <br />municipal sewer and water, mass grading, and stormwater management practices. The proposed Site <br />Plan is shown in Figure 3. The Site Plan and Grading Plan are shown in Appendix A.The project <br />will convert about 54.14acres of cropland and 16.17acres of woodlandto streets, homes, lawns, <br />landscaping, and stormwater features.The balance of the site will include about 7.73 acres of tree <br />preservation and about 0.59 acre of grassland preservation. The projectwill include about 17.46 <br />acres of open space consisting of tree preservation, stormwater features, parks, and buffers. The <br />project area does not includewetlands, but 42% of the site (33.30acres) falls within the Mississippi <br />River Corridor Critical Area(Figure 4). <br />The site includes sandy soils,22feet of topographic relief, and mostly flat to gradual slopes. The <br />steepest slopes on the site, at 12-14%, cover only about an acre in the northwestern part of the site <br />(Figure 5). This sloping area will be graded and recontoured during project construction.The <br />development area will be mass graded to install utilities, streets, residential building pads, and <br />stormwater basins.A 30-foot landscape buffer will be provided along the northern edge of the site <br />2 <br /> <br />
