The plat will be served by private streets. All of the priv. ate streets wilI be 24 feet wide and meet City standards <br />for length. The extension of Town Center Drive will be 'constructed as part of Ramsey Town Center 9th <br />Addition. It should be noted that the plat for 9th Addition does not provide public street access to the east side of <br />North Park, as was envisioned in the overall concept plan for the Town Center. <br /> <br />The TC-4 District requires 2 off-street parking spaces for each unit; this requirement is exceeded with the 2-car <br />garages and 20 foot wide driveways. There is no additional off-street parking provided within the plat. <br /> <br />The Park Commission reviewed the sketch plan on February 10. They stressed the Town Center ~evelopment <br />guideline that encourages the use of private courtyards or usable greenspace being provided for the residents of <br />the buildings. The preliminary site plan complies with the development guidelines and provides green spaces <br />for recreational and stormwater management purposes on each block. <br /> <br />Stormwater generated by the 8% 9t~, and 10th Additions cannot be fully accommodated on-site; part of the <br />volume will be directed to the regional stormwater pond in Town Center West Park. Staff has reviewed <br />calculations provided by the applicant; this increase in runoff will increase the area of the regional pond by 3,0 <br />acre feet, raising the pond level approximately 0.1 feet. <br /> <br />The submitted Landscaping Plan easily exceeds the minimum planting requirements in City Code. The Plan is <br />acceptable with some minor modifications. No tree preservation plan is required as the site is void of trees. <br /> <br />The Master Development Ageement for Town Center establishes that there are no park or trail fees due on this <br />plat. However, there is a park payment obligation in the 1 st Amendment to the Master Development Agreement <br />that requires a cash payment, to the City, upon sale of the property in an amount equal to 750 times the number <br />of eligible units on the property in accordance with the zoning regulations. <br /> <br />No revised plans have been submitted for the 9th Addition since it was reviewed by the Planning Commission. <br />Necessary revisions, most notably to the Grading, Drainage, and Utility Plans are listed in the City Staff Review <br />Letter. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the request for preliminary plat and preliminary site plan approval <br />contingent on compliance with the City Staff Review Letter dated May 27, 2005, revised June 24, 2005. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # to approve the preliminary plat of Ramsey Town Center 9th Addition <br /> <br />And <br /> <br />Motion to approve the prelim[nary site plan of Ramsey Town Center 9th Addition <br /> <br />-or- <br /> <br />Motion to deny the preliminary plat and preliminary site plan of Ramsey Town Center 9th Addition. <br /> <br />CC: 06/28/05 <br /> <br />Review Checldist: <br />Asst.
