With this development, that development will hook up to 162nd Avenue, which means that
development will have two access points.

Councilmember Jeffrey asked if the developer has given any thought to the Planning
Cormnissions' comments regarding density transitioning.

Greg Peterson, representative of Oakwood Land Development, replied the site has a good buffer
and wetlands, and trees will be planted on the border.

Associate Planner Geisler explained.the discussion regarding density transitioning related more
to how to apply density transition standards to other plans coming fmwvard.

Councilmember Strommen noted this development seems to take care of itself, and suggested the
Council may want to discuss the density transition policy in a future worksession.

Councilmember Cook suggested berming be utili2ed for sound mitigation on'the houses that
back up to Highway 47.

Councilmember Elvig commented the only area where he does not recall the buffering is to the
north. He noted this density is at 1.75 units per acre, which is a very low density. He expressed
concern that berming could endanger the white oak trees along the road.

Mr. Peterson indicated there will be a determination made regarding which of these trees will be
saved.

Councilmember Cook inquired about plans for a trail.

Assistant Public Works Director Olson replied there is a trail on the west side of Highway 47.
The ability for a trail on the east side of Highway 47 can be looked at.

Councilmember Olson asked if there is wetland area around the three houses on the dead end to
the north.

Associate Planner Geisler replied staff can look into this.

Councilmember Elvig noted there should be a discussion about the intention of possibly working
with the developer to have an opportunity to straighten out Highway 47. He noted some of the
best trees in the whole area are here.

Mayor Gamec stated it is likely too late to straighten Highway 47 in this area. He asked if there
is enough of a setback if Highway 47 were to be.widened.

Assistant Public Works Director Olson replied currently this road has a 120-foot right-of-way,
which should be sufficient. There are some triangles needed at the intersection.

-26-

City Council Work Session/Mhy 10, 2005
