The new lots will be served by a public street loop with a 50~foot right-of-way on the north side of the <br />plat. The development of the plat will include the c6nstruction of Zeolite St NW and the other 3 public <br />streets surrounding the plat. The TC-4a District requires 2 off-street parking spaces for each unit; the <br />double garages and driveways provide 4 off-street parking spaces for each unit. <br /> <br />The Park Commission reviewed the sketch plan on February 10. They stressed the Town Center <br />Development guideline that encourages the use of private courtyards or usable greenspace being provided <br />for the residents of the buildings. The preliminary site plan complies with the development guidelines <br />and provides green spaces for recreational and stormwater management purposes on each block. <br /> <br />The Grading and Drainage and Utility Plans have been reviewed. Necessary revisions are included in the <br />City Staff Review Letter. Staff is still receiving and reviewing updates to the drainage, grading, street, <br />and utility plans. Additional information and revisions may be required once the Staff review is <br />complete. <br /> <br />It should be noted that Lots 1-6 of Block 2 are within an area shown as a permanent wetland on the <br />LRRWMO wetland permit. These lots cannot be pIatted unless the wetland permit is amended and <br />approved by the LRRWMO. <br /> <br />Stormwater generated by the 8th, 9th, and 10th Additions cannot be fully accommodated on-site; part of the <br />volume will be directed to the regional stormwater pond in Town Center West Park. Staff has reviewed <br />calculations provided by the applicant; this increase in runoff will increase the area of the regional pond <br />by 3.0 acre feet, raising the pond level approximately 0.1 feet. <br /> <br />The proposed Landscaping Plan is generally acceptable with some minor modifications. No tree <br />preservation plan is required as the site is void of trees. <br /> <br />The Master Development Agreement for Town Center establishes that there are no park or trail fees due <br />on this plat. However, there is a park payment obligation in the Ist Amendment to the Master <br />Development Agreement that requires a cash payment, to the City, upon sale of the property in an <br />amount equal to $750.00 times the number of eligible units on the property in accordance with the zoning <br />regulations. <br /> <br />Recommendation: <br /> <br />Staff is recommending approval of the request for preliminary plat and preliminary site plan approval <br />contingent on compliance with the City Staff Review Letter dated May 27, 2005, revised June 24, 2005. <br /> <br />Council Action: <br /> <br />Motion to adopt Resolution # to approve the preliminary plat of Ramsey Town Center 10m Addition <br /> <br />And <br /> <br />Motion to approve the preliminary site plan of Ramsey Town Center 10th Addition <br /> <br />-or- <br /> <br />Motion to deny the preliminary plat and preliminary site plan of Ramsey Town Center 10u~ Addition. <br /> <br />CC: 06/28/05 <br />Review Checklist: <br />Asst.
