-66- <br /> <br />Case #9: <br /> <br />Request for Preliminary Plat Approval of Ramsey Meadows 5th Addition; <br />Case of TMH Development <br /> <br />Community Development Director Trudgeon stated TMH Development applied for preliminary <br />plat to create 7 single-family urban lots and one outlot on an existing metes and bounds parcel <br />generally located west of 149th Lane and south of 151st Avenue. The subject property is 4.23 <br />acres in size and is surrounded by acreage lots that are serviced by on site septic and well <br />systems as well as properties that are served by City sewer and water. The preliminary plat is <br />proposing to create 7 new single family lots for a net density of 2.21 units per acre. Staff has <br />requested that the developer provide supporting information verifying that setbacks can be met, <br />especially for Lots 1, 2 and 3. The plat is showing access being gained from 149th Lane, which <br />is an existing public streett <br /> <br />Community Development Director Trudgeon advised the project area includes a large wetland <br />that spans several lots throughout the development. The wetland is being encumbered xvith the <br />required drainage and utility easement. The grading plan shows a portion of the wetland being <br />filled in order to create enough area for a building pad. The grading plan shows mitigation areas <br />to replace the proposed wetland fill area. The applicant has received a permit from the Lower <br />Rum River Watershed Management Organization and will need to adhere to the terms of the <br />permit. He advised staff recommends approval of the preliminary plat subject to compliance <br />with City Staff Review Letter dated February 25, 2005, revised June 10, 2005. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the proposed <br />preliminary plat contingent upon compliance with the City Staff Review Letter dated February <br />25, 2005, revised June 10, 2005. <br /> <br />Further discussion: Councilmember Jeffrey commented he goes past here frequently and likes <br />what the developer has done with the area. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: CouncilmemberStrommen. <br /> <br />Case #10: <br /> <br />Proposed Amendment to the Town Center Zoning District Regarding <br />Driveway Lengths and Front yard Setbacks <br /> <br />Community Development Director Trudgeon reviewed that staff is proposing language to the <br />Town Center Zoning District to change the minimum driveway length to 20 feet. The Town <br />Center Zoning District already allows for driveways of 20 feet in length for certain types of <br />units. This amendment would allow the driveways of 20 feet in length for all residential units <br />within the Town Center. The amendment would also have a maximum driveway length of 25 <br />feet within the Town Center. He advised in addressing the need for guest parking, the 20-foot <br />driveways will still allow for a majority of the vehicles to be parked in that space. In addition, <br />the City will still be able to require parking nodes throughout the development as part of the site <br />plan review. <br /> <br />Councilmember Strommen returned to the meeting at 9:24 p.m. <br /> <br />City Council / June 14, 2005 <br /> Page 16 of 29 <br /> <br /> <br />
