Case #12: <br /> <br />Authorization for Release of the Draft Environmental Assessment <br />Worksheets (EAWs) for Sweet Bay Ridge and Brookfield Addition <br /> <br />Commulfity Development Director Trudgeon explained on November 30, 2004, the City <br />received sketch plans from Oakwood Land Development for subdivision of property located on <br />the former St. Anthony Gun Club property (Sweet Bay Ridge) and property located west of <br />Nowthen Boulevard N.W. and north of 167th Avenue N.W. (Brookfield Addition). Oakwood is <br />proposing that Sweet Bay Ridge will consist of 165 single family lots and Brookfield will consist <br />of 235 single family lots. On February 22, 2005, the City Council authorized preparation of <br />Environmental Assessment Worksheets as both of the developments propose to disturb more <br />than 80 acres of naturally vegetated and forested land. The City engaged the services of Bolton <br />and Menk to complete the required EAWs. Draft EAW documents have been prepared for both <br />projects and are now ready for consideration. Under Chapter 4410.1500 of Minnesota Rules, the <br />City is required to release a Draft EAW to various state, county, and multi-jurisdictional agencies <br />lbr review and comment. In addition, the Draft EAW documents will be available to the general <br />public l'br their comments. <br /> <br />Community Development Director Trudgeon indicated staff has also included another Draft <br />EAW i'clated to both developments. This document was prepared due to the increase in flow of <br />sewer capacity and the need to extend sanitary sewer to both properties. This Draft EAW will <br />Ibllow a slightly different process than the Brookfield and Sweet Bay Ridge EAWs, as the <br />Minnesota Pollution Control Agency (MPCA) will be the Responsible Governmental Unit <br />(RGU). <br /> <br />Motion by Councilmember Cook, seconded by Couhcilmember Jeffrey, to adopt resolution #05- <br />06-170 attthorizing the release of the Sweet Bay Ridge Draft EAW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Jeffrey, Olson, Pearson, <br />and Strommen. Voting No: None. Abstain: Councilmember Elvig. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Pearson, to adopt resolution <br />#05-06-171 authorizing the release of the Brookfield Draft EAW. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Pearson, Cook, Elvig, <br />Jeffrey, and Strommen. Voting No: None. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to authorize staff to <br />submit the sanitary sewer Draft EAW to the Minnesota Pollution Control Agency. <br /> <br />Further discussion: Councilmember Elvig asked if the EAW will be taken over by the <br />Minnesota Pollution Control Agency. Community Development Director Trudgeon responded <br />in the al'firmative. He explained MPCA will act as the RGU and determines if further <br />environmental studies need to be completed. Councilmember Elvig noted there have been <br />concerns on whether the City is qualified to complete an EAW, and this would put a very <br />qualified agency above the City to look at this.
