Voting No: None. <br /> <br />Case #13: <br /> <br />Authorize Communications Contract for Construction of new Ramsey <br />Municipal Center and Related Items <br /> <br />Assistant City Administrator Nelson reviewed that on May 24, 2005, the City Council authorized <br />28 contracts related to the construction of the new Municipal Center. During that meeting, it was <br />discussed with Council that two remaining contracts would need to be authorized at future <br />meetings; those contracts being for Communications (low voltage cabling for phone/network) <br />and Metal Roofing. The Communications contract is now ready to be awarded. The Metal <br />Roofing section of the project is currently in the process of being re-bid as authorized by Council <br />on May 24th. <br /> <br />Assistant City Administrator Nelson reviewed the bids received and advised staff is <br />recommending awarding the contract to the low bid of Blue Line Systems in the amount of <br />$98,000. LOGIS has verified that Blue Line Systems is qualified to complete the <br />communications work. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to authorize resolution <br />#05-06-172 authorizing Communications Contract for New Ramsey Municipal Center. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Cook, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #14: Award Bids for 2005 Pavement Maintenance Program <br /> <br />City Engineer Jankowski reviewed that on May 10, 2005 the City Council authorized the 2005' <br />Pavement Maintenance Program. Bids were opened on Wednesday, June 8, 2005. Bids were <br />received on Division A - Sealcoat/Crackfill and Division B - Bituminous Overlays. He advised <br />the low bid received for Division A is approximately 8% lower than the estimate contained in the <br />feasibility study. The iow bidder, Allied Blacktop Co., has previously performed sealcoat work <br />in the City, most recently under the 2002 and 2001 street programs. This contract also includes <br />the cracksealing and sealcoating of the Alpine Park parking lot for which approximately $1,053 <br />of the work will be charged to the Park Maintenance Account. <br /> <br />City Engineer Jankowski advised the low bid submitted for Division B is approximately 18% <br />lower than the estimate provided in the feasibility study. There are two reasons for this variation <br />from the estimate. The cost of bituminous material was estimated higher than the 2004 unit price <br />as a hedge against the uncertainty of oil price increases. Second, upon tabulation of the bids it <br />became apparent that the amount of shouldering was incorrectly stated in the bid solicitation. <br />The correct quantity will reflect an increase of approximately $15,000. He explained in <br />reviewing the bid tabulation this error would not change the determination of the low bidder, <br /> <br />City Council / June 14, 2005 <br /> Page 20 of 29 <br /> <br /> <br />
