This section summarizes the priority issues identified by the Lower Rum River Watershed Management <br />Organization (LRRWMO) during development of this Plan. Many of the priority issues to be addressed <br />during the lift of this Plan are similar to those described in the Third Generation Plan and reflect the <br />statutory responsibilities of WMOs (see Section X). <br />As part of Plan development, the Board of Managers solicited input on issues relevant to the Lower Rum <br />River watershed through a variety of stakeholder engagement and data review activities. These include: <br />• Public kickoff meeting hosted on June 26, 2019 <br />• Citizen Advisory Committee (CAC) issue identification meeting on August 28, 2019 <br />• Technical Advisory Committee (TAC) issue identification meeting on October 29, 2019 <br />• Analysis of potential 2011 Plan gaps (Gaps Analysis, see Appendix D) <br />• Review of responses to the Plan notification letter <br />The LRRWMO Board of Managers participated in a workshop on November 21, 2019 to review issues <br />identified through the activities listed above and discuss their priority to be addressing in the 2021-2030 <br />Watershed Management Plan. The Board generally concurred that those issues addressed in the 2011 <br />Plan remain of high priority, with the most relevant issues including: <br />• Adverse impacts from stormwater runoff <br />• Degraded water quality of lakes, streams, and rivers <br />Additional water and natural resource issues that were identified as important for the LRRWMO to <br />address in this Plan include: <br />• Flood risk and water quantity issues <br />• Excessive erosion and sedimentation <br />• Integrity of wetlands, shoreland, and natural areas <br />• Groundwater contamination <br />In addition to natural resource issues, organizational and/or administrative issues were also identified <br />during Plan development; these include: <br />• Efficacy and efficiency of the LRRWMO permit program <br />• Limited funding and capacity <br />• Opportunities for increased education and engagement <br />The priority issues areas and associated specific issues identified by the Board of Managers are <br />summarized in Table 3-1 and discussed in greater detail in the following sections. Note that many of the <br />resource issues identified above are interrelated (e.g., erosion and sedimentation leads to degraded water <br />3-1 <br />
