Councilmember Elvig noted a couple of items he didn't see in the document such as code
enforcement/recycling and zoning.

Community Development Director Trudgeon stated there has been no cross-checking of the tasks
yet.

Mayor Gamec stated that Council was included in working out objectives and goals with staff.

Mr. Norman added that the "blue" sheet in the materials is more detailed than the goals and
objectives. He stated that staff will make sure these items are cross-checked and Council will
receive the more updated version.

Councilmember Elvig noted the Park & Trail Plan that the language "and adopt" should be
added. I lc continued that there should be something in the document about a policy for tree
replacement. That could be worked on with the Environmental Specialist.

Councilmcmber Cook stated that it's been brought up time and again about a tree bank.

Fire Chicf/I)irector of Public Works Kapler stated that item is in the document. He added there
is a checklist for desired species, etc. and there has been discussions relating to "tree harvesting
and banking".

Councilmember Olson inquired if citizens could contact City staff with trees that they would like
to donate.

Mr. Kapler discouraged that saying it would be a tough liability issue because City staff would
bc going on private property.

2) Strategic Planning Session Prioritizing

City Administrator Norman noted the draft summary (included in the agenda packet) of the
Leadership session with Carl Neu. This could be an item on the next agenda - to adopt these
goals.

Councihnember Strommen stated that last year we had action steps and inquired if we should
wait until we have action steps for these items.

Community Development Director Trudgeon stated that the sooner we get goals out, the better.
We can come back and show Council the action steps.

Councihnembcr Strommen agreed that the Council could adopt the goals and review the step
process later.

Assistant City Administrator Nelson stated that during the session with Carl Neu, we listed all
our goals and then were asked to condense them. It all became part of the goal structure.

City Council Work Session - February 28, 2005
Page 2 of 9
