Civil Engineer II Linton replied that is correct. <br /> <br />Councilmember Elvig suggested the City may want to apply for funds for deep well purification <br />and then look for grants, due to the DNR's requirements. He asked if there are grants available <br />lbr cities that are under pressure from the DNR and looking for alternative sources. <br /> <br />Assistant Public Works Director Olson indicated there is not a funding match or grant that would <br />be eligible for construction of a deepwater plant. The DNR representative that informed the City <br />they will be limited in deep well construction is watching for eligible grants that could be used. <br />l te explained when the City completed the water supply plan they looked at the needs for the <br />next 20 years. Based on those projections and the growth the City will incur it was calculated <br />that an additional 15 wells will be needed on top of the eight wells that will be built. This system <br />will provide benefits that far outweigh the benefits to go forward with the surface water treatment <br />and will eliminate the need for nine wells. From a cost perspective this system was actually <br />lower. <br /> <br />Councihnember Cook asked if the loan could be paid off using grant funds if they were able to be <br />acquired. <br /> <br />Assistant Public Works Director Olson replied he does not see any reason that would not be <br />allowed, and it can be verified. <br /> <br />City Administrator Norman noted the funds would be coming from the enterprise funds. <br /> <br />Mayor Gamec asked what the scheduled date is to begin the design work. <br /> <br />Assistant Public Works Director Olson replied Bolton and Menk informed him if the design <br />work were to begin today and everything were to be in place construction would not start until <br />April of next year. The discussion tonight is concerning the priority list, and there is no <br />obligation to the City to be on that list. Ramsey should score high in the ranking due to the <br />amount of wells and septic systems. Rankings calculations include looking at the total use now, <br />and projecting a reasonable increase in population growth. Residents that currently have well <br />and septic systems can be used in the calculations as a projected end user that is not considered <br />new growth. <br /> <br />Councihnember Strommen noted the DNR is finding there is a finite amount of water in the <br />aquifer that must be managed. Ramsey is a community that can draw from the river, and she <br />would think the DNR would want Ramsey to use that opportunity that other communities do not <br />have. <br /> <br />Councilmember Olson asked how much funding is available. <br /> <br />Assistant Public Works Director Olson replied this program includes a revolving loan fund that <br />is similar to the RALF funds.
