The funds would have to be spent within one year of applying for the <br />intended uses list. <br /> <br />Councihnember Pearson asked how expensive these plants are to operate. <br /> <br />Civil l';ngineer II Linton replied the comprehensive water plan projects operational expenses of <br />lhc treatmem plant at $485,000 per year. The funding for the operational expenses is included in <br />the projected water rate increase. <br /> <br />Assistant Public Works Director Olson indicated staff has prepared a letter for submittal. <br /> <br />The consensus of the Council was to authorize the Mayor to sign the drafted letter to apply for <br />thc project priority list for the Drinking Water Revolving Loan Fund, and to ratify the action at <br />thc next City Council meeting. <br /> <br />Further discussion: Mayor Gamec asked what the scheduled timing is for the construction of the <br />plant. Assistant Public Works Director Olson stated there is at least one year between the time of <br />design and the start of construction. Mayor Gamec suggested staff prepare plans and <br />spccifications for the construction of the plant. This would enable the project to begin soon if <br />construction could begin without raising the rates for the existing users. Councilmember Elvig <br />asked if the enterprise funds could be used for design fees. Assistant Public Works Director <br />Olson replied the 18 million dollar figure may include design fees, and this will be verified. He <br />noted the comprehensive plan includes an October 2005 schedule for design work to begin. <br />Councihnember Cook asked if all nine of the existing wells could be connected to this plant for <br />treatment. Assistant Public Works Director Olson replied Well Nos. 1 and 2 are the only wells <br />that would not be connected. These would be back up wells. Councilmember Cook noted the <br />city of Dayton had indicated if the bridge goes through they would consider purchasing water and <br />sewer services from Ramsey. He asked if water could be sold to another city when this treatment <br />plant is completed. Assistant Public Works Director Olson responded in the affirmative. <br />Councilmember Jeffrey asked if the water testing on the river should be completed at a certain <br />time of year. Assistant Public Works Director Olson replied the best time to do the testing would <br />likely be during the summer months. Councilmember Elvig inquired about the status of land that <br />will need to be purchased. He indicated this might be something to look at more closely sooner <br />rather than later. Civil Engineer II Linton replied the site is anticipated to be close to the Fire <br />Station. A line would run down to connect to the well water feed. Properties have not yet been <br />identified for purchase. <br /> <br />2) Alpine Park's Discovery Garden <br /> <br />Assistant Public Works Director Olson explained late in 2004 the Alpine Park Discovery Garden <br />was approved for 2005 construction with a total budget of $117,008 from the Park Trust Fund, <br />based upon the project estimate. The major elements of the project were the play structure, <br />concrete, bituminous, landscape and irrigation. It was also mentioned that there may be two <br />partners in partial funding for the project, Anoka County SCORE monies and the Ramsey <br />Rotary.
