ttamiltons that there is a bituminous plant in Ramsey, as they are building a new house in the <br />City. <br /> <br />Thc consensus of the Council was to direct staff to work on the policy for the proposed program <br />and bring it back for Council authorization, and to authorize staff to write a letter to be signed by <br />the Mayor stating that the City is happy the acquisition process has been completed and <br />reminding the Hamiltons in a nice way that there is a bituminous plant in Ramsey. <br /> <br />3) Master Trail Plan <br /> <br />Parks/Utilities Supervisor Mark Riverblood indicated the purpose of this Master Trail Plan <br />discussion is to review how the City arrived at this plan and how it is to function, and for staff to <br />receive feedback from the Council on the Master Trail Plan and receive further direction as to <br />how this can be wrapped up to come back to the Council for final adoption. He presented the <br />draft Master Trail Plan. <br /> <br />Councilmember Elvig commented on the safety hazard of trails along road shoulders. He asked <br />if these are included in the vision of the Master Trail Plan. <br /> <br />Mr. Riverblood replied these segments are being used as bridges until other trails can be <br />constructed. <br /> <br />City Administrator Norman noted Ramsey does not paint the shoulder trail sections as some <br />cities do. <br /> <br />Public Works Director Kapler indicated Public Works staff spent time today on capital <br />equipment planning, and some assumptions were necessary for planning the level of trail <br />maintenance. He explained staff is maintaining some of the trails year-round. Staff's feeling is <br />that the public will demand at some time that all of the trails be maintained, and that is being <br />geared up for in the capital equipment planning. <br /> <br />Councilmember Elvig asked if there would be liability to the City if someone were to slip on a <br />trail. <br /> <br />Public Works Director Kapler replied during a class he attended on street maintenance the <br />attorney advised against having a keep clear policy, as the City would be in violation for <br />anything, such as a spot of ice. The same situation would likely be the case with trails. He <br />would recommend a level of service that the City will provide be established. <br /> <br />Councilmember Cook commented his place of employment has a system of different trails being <br />utilized for winter uses and summer uses. He noted people get used to a level of service.
