Councihnember Olson stated the Master Trail Plan is a document that will take Ramsey into the <br />future. She noted there is nothing included in this plan that addresses snowmobiles. <br /> <br />Mr. Riverblood replied this is specifically absent because of the Council's discussions on the <br />issue. There have been discussions of limiting snowmobiling to a couple of designated areas in <br />thc northern portion of the City with a very clear and specific signed route. <br /> <br />Councihnember Cook suggested wordage be included on the signage that the trails will be <br />provided as long as there are trails going in and out of the City on both ends, and that when the <br />adjoining trails cease to exist, Ramsey's will as well. <br /> <br />Councihnember Elvig noted there should be signs posted with trail maps. <br /> <br />Mr. Riverblood indicated this is reviewed in Section 6. He envisions a three-fold sort of <br />mapping system posted at specific intervals. Another element would be pocket maps. <br /> <br />Councilmember Strommen asked if the maps would be specific to a trail or show the entire trail <br />system citywide. <br /> <br />Mr. Riverblood indicated this mapping should be available to residents. The pocket map might <br />only have one trail system, and there should also be maps available of a larger area. <br /> <br />Councilmember Cook suggested a PDF file of the whole area and of specific areas be available <br />on the internet. <br /> <br />Councilmember Strommen indicated both types of maps should be available at City Hall. <br /> <br />Mr. Riverblood indicated there will be an intern working on creating the maps, in addition to <br />maintenance labor. <br /> <br />Councilmember Elvig inquired about the use of personal motorized vehicles on the trails. <br /> <br />Mr. Riverblood replied this would be a policy matter for the Council to consider. If the vehicles <br />were to be allowed there would be trails designated for wheels and for pedestrians. <br /> <br />Councilmember Cook suggested the south side of the City could have trails wide enough to allow <br />tbr golf carts traveling from Northfork to Town Center. <br /> <br />Councilmember Elvig asked where the 14 million dollars in funding would come from. <br /> <br />Mr. Riverblood replied the Council has done a great job in terms of monitoring the park <br />dedication and the trail fees. In addition, bonding and grants would be an option. <br /> <br />City Administrator Norman indicated the City has in the past and always will seek grants, but the <br />grants are competitive.
