At some point when the growth in the City slows up a <br />levy needs to be in place or the City will be fully developed and only able to complete these <br />projects by raising taxes. <br /> <br />Mr. Riverblood explained most of what is currently being done is opportunity based trail <br />construction with development. At some point there will be trails that end and the dotted lines <br />will be controversial, as they may be in someone's yard. Some people will not like the adoption <br />of the Master Trail Plan. He stated these lines are located where they are best aligned for trail <br />construction with an eye towards the highest and best use. The City needs to embrace the Master <br />'Frail Plan as it has done with the roads. <br /> <br />Councihnember Elvig indicated he has been working with LUAC, which is part of the Metro <br />Council that is very aggressive when looking at regional trails. If the City is being proactive and <br />shows a regional trail it would likely be included in their funding program. <br /> <br />Mr. Riverblood suggested an envoy from the City discuss the City's Master Trail Plan with <br />LUAC while it is still in draft form. <br /> <br />4) RTC Park Names <br /> <br />Councihnember Cook suggested the Park and Recreation Commission work on the RTC park <br />llames. <br /> <br />Parks/Utilities Supervisor Riverblood indicated a naming policy is on the Park and Recreation <br />Commission docket to collect information so the Council can consider a naming policy. <br /> <br />Councilmember Pearson commented older residents in the City called the RTC park area <br />Meandering Lake. <br /> <br />The consensus of the Council was to forward the topic of RTC park naming to the Park and <br />Recreation Commission, with the name of Meandering Lake to be considered. <br /> <br />Mr. Riverblood noted suggestions for the name of Elmcrest Park were gathered through the <br />Ramsey Resident. <br /> <br />MAYOR AND COUNCIL <br /> <br />Assistant City Administrator Nelson announced the Employee Appreciation Breakfast is <br />scheduled for tomorrow morning. Cooking begins at 6:00 a.m. with breakfast served <br />between 7:00 and 7:30 a.m. <br /> <br />City Administrator Norman reported staff met with the bank involved in the restrictive <br />covenant of Ramsey Town Center.
