The property is currently zoned Town Center 4b <br />Neighborhood district (TC-4b). The TC-4b District allows for residential uses at a net density of <br />up to 15 units per acre. The preliminary plat shows a net density of 13.53 units per net acre. <br /> <br />Community Development Director Trudgeon explained the final plat shows a combination of <br />public and private streets. The proposed development is across from the "swoosh" park in the <br />middle of Town Center and close to recreational amenities. The development is showing several <br />small nodes of open spaces, mostly between buildings. He advised minor changes need to be <br />made to the drainage, grading, and utility plans as noted in the Staff Review Letter. Per the <br />Master Development Agreement, the City and the Master Developer have negotiated a Park and <br />Trail Dedication Agreement. In accordance with the Park and Trail Dedication Agreement, there <br />are no park dedication or trail development fees owed on this Ramsey Town Center 6th Addition. <br /> <br />Community Development Director Trudgeon advised the proposed development is consistent <br />with the traffic modeling system used as part of the AUAR analysis. He explained the <br />development is proposing two different attached housing styles (row house units and back-to- <br />back units). Elevations of the proposed buildings, identifying exterior treatment of materials and <br />color have been provided and found to be acceptable. Staff recommends that the final plat and <br />final site plan of Ramsey Town Center 6th Addition be approved gubject to compliance with City <br />Staff Review Letter dated May 27, 2005 and the applicant entering into a Development <br />Agreement with the City. <br /> <br />Civil Engineer II Linton advised the plans propose infiltration basins that include curb cuts with <br />rip-rap or bituminous swales. It has been staff's experience these basins look great when first <br />installed, but over time weeds will start coming up through the bituminous. Staff is requesting a <br />small pipe be installed in lieu of the curb cut openings into the infiltration system. <br /> <br />Mayor Gamec asked the applicant how the market appears at this time. <br /> <br />Ron Mullenbach, representative of D.R. Horton, replied overall the market is slowing, but it has <br />been at a break-neck pace for the last seven to eight years. D.R. Horton is confident in their <br />projects, particularly in this market. He stated the northwest metro has been very strong for D.R. <br />t lorton and other builders. <br /> <br />Councihnember Cook stated he appreciates the diversity and the use of native plant material in <br />thc landscaping plan. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to adopt Resolution #05- <br />05-166 approving the final plat of Ramsey Town Center 6th Addition subject to compliance with <br />City Staff Review Letter dated May 27, 2005 and the applicant entering into a Development <br />Agreement with the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen.
