Council regarding the sketch plan in relation to street network, lot layout, and overall residential <br />design. <br /> <br />Councihnember Elvig stated he and Councilmember Strommen met with a neighborhood group <br />regarding this cluster development. There are a couple of concerns of the neighborhood that <br />struck him. The first of these concerns relates to traffic, and it seems that there should be another <br />exit out of this development. The other concern is relating to density. He stated when he looked <br />at the cluster developments in the past, his understanding was that it holds greenspace and plans <br />fi)r the future with sewer and water. He never considered tucking all the density into one comer <br />abutting the existing properties. He thinks density transitioning will have to play into effect, and <br />he is not sure the layout in this sketch plan lends itself for transitioning. He indicated there is <br />also a question as to plans for sewer and water in this area and what properties the pipe will <br />CROSS. <br /> <br />Mark Strandlund of Shade Tree Construction reviewed the possible septic locations. He <br />indicated the southern area is looking more promising for the septic location. He indicated the <br />possibility of septic being located in the road right-of-way was discussed with staff. <br /> <br />Councilmember Strommen stated the density transitioning is an issue that also struck a cord with <br />her. This issue may need to be discussed in a work session, as the City is getting a lot of infill <br />development abutting existing neighborhoods. She agrees with Councilmember Elvig's <br />comments that one of the advantages of clustering is that it provides the ability to use the <br />greenspace to provide some extra buffering. She expressed concern that this sketch plan shows <br />all of the lots in one corner. <br /> <br />Mr. Strandlund stated the sketch plan does not ask for anything beyond the ordinance <br />requirements in terms of setbacks. <br /> <br />The Council, developer and staff discussed the following issues associated with the sketch plan: <br /> <br />· l Jot depths in relation to abutting properties / buffering <br />· Proposed septic locations <br />· Street locations and alignments / transportation system <br />· Possible location for future sewer and water lines <br />· I~ossible development of lots utilizing the middle cul-de-sac outlined in the sketch plan, <br /> rather than development of lots on the eastern portion of the sketch plan <br /> <br />Councilme~nber Jeffrey stated the sketch plan would be more beneficial if he could see the <br />adjoining areas as well. <br /> <br />Mr. Strandlund stated implementing the development as proposed with the lots to the east leaves <br />the rcmaining area open to future zoning and planning and leaves a more clean slate to develop <br />in the future. He stated lots 1, 2 and 3 are the only lots surrounded by open fields, and he would <br />be willing to berm these lots for buffering. The other lots are pretty wooded. <br /> <br />Councilmember Strommen expressed concern with the need for open space requirements. She <br />stated she supported the cluster ordinance for the urban reserve idea, but also for greenspace <br />preservation, which seems to be lost in the implementation of this ordinance. <br /> <br />City Council Work Session / May 31, 2005 <br /> Page 2 of 5 <br /> <br /> <br />
