Councilmember Cook stated part of the reason for this cluster ordinance was to protect large <br />areas of green space for future development. The proposed location for the current development <br />does this well. The greenspace preservation is available with the large chunk of open land. He <br />stated the best way to implement this would be to place the development next to already <br />developed land, rather than in the middle of the 40 acre lot. This sketch plan follows the spirit of <br />the reason the cluster ordinance was developed. <br /> <br />Community Development Director Trudgeon advised the City Code states the best location for <br />lots will be ascertained by the lay of the land and qualities of the site. He is not sure staff has <br />gone through that exercise enough to rule out the middle cul-de-sac, and it would be worthwhile <br />for staff and the developer to look at this option. <br /> <br />Mr. Strandlund stated lot 12 has an existing house, which will be an obstacle if the middle cul- <br />de-sac is utilized. It would leave that piece as a true remnant, rather than a developable piece. <br /> <br />Councihnember Cook expressed concern with adjusting the sketch plan for more buffer, which <br />could result in the road being put in the wrong location. This would result in a subdivision that <br />would become a very serious development problem in the future. <br /> <br />Councihnember Elvig replied he appreciates this concern, but the ghost platting is thought out <br />much better now than in the past. <br /> <br />Councilmember Jeffrey stated all of the options should be explored, with wetland and high <br />ground taken into consideration. The transportation corridor will be the most critical component <br />of this plan. <br /> <br />Community Development Director Trudgeon indicated staff has received enough direction from <br />the Council to continue working with the developer on the sketch plan. <br /> <br />The consensus of the Council was to direct staff to continue working with the developer on the <br />sketch plan, looking at the other options for current development, and to bring these options back <br />to thc Council for discussion. <br /> <br />Mayor Gamec requested the developer include a buffering plan in the next presentation to the <br />Council. <br /> <br />Councihnember Elvig directed staff to look at Argon Street to the east in relation to this plan. <br />lie requested the concerned neighborhood group be included in notifications regarding this <br />development. <br /> <br />Councilmember Strommen requested future City distributions regarding cluster developments <br />specify when it will be a cluster development. <br /> <br />Councilmember Cook suggested information be included in the Ramsey Resident regarding <br />cluster developments. <br /> <br />2A) Upcoming Council Events and Meetings <br /> <br />Assistant City Administrator Nelson provided the Council with details <br />groundbreaking for the Municipal Center scheduled for Wednesday, June 1, 2005. <br /> City Council Work Session / May 31, 2005 <br /> Page 3 of 5 <br /> <br />regarding the <br /> <br /> <br />
