CC Regular Session <br />Meeting Date: 01/26/2021 <br />By: Colleen Lasher, Administrative <br />Services <br />Information <br />5.12. <br />Title: <br />Adopt Resolution #21-034 to Approve the City's 2021 Union Contracts for LELS Patrol and LELS Sergeants <br />Purpose/Background: <br />The most recent labor agreements with Law Enforcement Labor Services (LELS) Patrol and Sergeants expired on <br />December 31, 2020. Staff met with the unions and the City Council several times to discuss contract negotiations <br />specific to wages and health insurance and to address the other outstanding negotiations items. As a result of the <br />meetings, staff reached a tentative agreement between the City of Ramsey and the two remaining unions (Patrol and <br />Sergeants) to settle the 1-year labor agreements, effective January 1, 2021 through December 31, 2021. <br />Staff recommends the City Council approve the 2021 labor agreements with LELS Patrol and LELS Sergeants as <br />follows: <br />1) Duration: one year contracts, effective January 1, 2021 through December 31, 2021 for LELS Patrol and LELS <br />Sergeants groups; and <br />2) Wages: LELS Patrol and LELS Sergeants groups, as follows: <br />a. LELS Patrol: 2021: 2.75% cost of living increase, plus a 1 % wage scale adjustment added to the 2020 <br />wage scale, effective 01-01-21; and <br />b. LELS Sergeants: 2021: 2.75% cost of living increase added to the 2020 wage scale, effective 01-01-21; <br />and a onetime payment to the Sergeants of $850.00 to be paid within 30 days of this Agreement being <br />executed by all parties; and <br />3) Health Insurance: LELS Patrol and LELS Sergeants group, as follows: <br />The City will make the following contributions toward group health insurance coverage for employees; as well as <br />to purchase $20,000 of basic life insurance for full-time regular employees working 30 hours per week or more and <br />employees participating in PERA phased retirement; and <br />a. 2021 monthly health insurance contributions, including the health reimbursement or health savings <br />account contributions as follows; Employee Only (Single) $942.00 to $1,034.50, Employee and Children at <br />$1,246.00, Employee and Spouse at $1,300.30, and Family at $1,603.80; and <br />b. 2021 City payment toward the Waiver/Credit in lieu of Coverage will remain at $370.00 per month; and <br />Note: Employees are responsible for paying the difference between the premium and the City's contribution. <br />4) Other negotiated contract items specific to LELS Patrol and LELS Sergeants unions are shown in the attached <br />red -line contracts and will administered as per the language in each respective labor agreement <br />Notification: <br />Funding Source: <br />The funding required to settle both 1-year contracts is included in the 2021 budget. <br />Recommendation: <br />
