539 (2) Determination that the proposed structure meets the required bluff and OHWL setbacks; <br />540 (3) Identification and application of techniques to minimize the perceived bulk of the proposed <br />541 structure, such as: <br />542 (i) Placing the long axis of the building perpendicular to the river; <br />543 (ii) Stepping back of portions of the facade; <br />544 (iii) Lowering the roof pitch or use of a flat roof; <br />545 (iv) Using building materials or mitigation techniques that will blend in with the natural <br />546 surroundings such as green roofs, green walls, or other green and brown building <br />547 materials; <br />548 (v) Narrowing the profile of upper floors of the building; or <br />549 (vi) Increasing the setbacks of the building from the Mississippi River or blufflines; <br />550 (vii) Identification of techniques for preservation of those view corridors identified in the <br />551 MRCCA Plan; and <br />552 (viii) Opportunities for creation or enhancement of public river corridor views. <br />553 3. Structure and impervious surface placement. <br />554 a. Structures and impervious surface must not be placed in the shore or bluff impact zones unless <br />555 identified as an exemption in Section 117-148(I) (Exemptions). <br />556 b.
